The Ministry of Home Affairs issued Decision No. 1006/QD-BNV on announcing internal administrative procedures between state administrative agencies in the field of emulation and commendation under the authority of the Ministry of Home Affairs.
Announcing attached the Decision on internal administrative procedures between state administrative agencies in the field of emulation and commendation under the jurisdiction of the Ministry of Home Affairs, as stipulated in Circular No. 18/2026/TT-BNV dated August 12, 2026 of the Minister of Home Affairs stipulating the awarding of the Medal "For the Cause of the Home Affairs sector".
Accordingly, the order of administrative procedures for awarding the Medal "For the Cause of the Home Affairs Sector" is as follows:
Step 1: Heads of agencies and units are responsible for reviewing the working time or achievements, contributions to the Ministry or sectors and fields under the state management scope of the Ministry of Home Affairs for individuals under their management; comparing with standards and conditions according to the provisions of Article 8 of Circular No. 18/2026/TT-BNV, proposing and preparing personal dossiers that are eligible for consideration for awarding and sending them to agencies and units responsible for receiving dossiers to carry out the process of proposing to be awarded the Medal.
Step 2: Agencies and units specified in Article 11 of Circular No. 18/2026/TT-BNV receive dossiers, summarize, compare standards and conditions; propose and prepare personal dossiers that meet the conditions and send them to the Standing Committee of the Emulation and Commendation Council of the Ministry of Home Affairs according to the time specified in Clause 3, Article 10 of Circular No. 18/2026/TT-BNV.
Step 3: The Standing Agency of the Emulation and Commendation Council of the Ministry of Home Affairs (Ministry Office) shall carry out the process of evaluating and proposing the Minister to award the Medal.
Step 4: The Emulation and Commendation Council of the Ministry of Home Affairs shall base on the proposal of the Standing Agency of the Council and the dossiers of proposals for consideration and awarding of agencies and units to consider and give opinions on cases of individuals requesting consideration for the Medal within 5 working days from the date of receiving the request document from the Standing Agency of the Council.
Step 5: The Ministry Office summarizes the opinions of members of the Emulation and Commendation Council of the Ministry of Home Affairs, prepares a Minutes of consideration for commendation and submits it to the Minister for consideration and award of the Medal within 5 working days from the date of the Council meeting or the date of receiving sufficient opinions from members of the Council.
Step 6: Based on the proposal of the Ministry's Emulation and Commendation Council, the Minister of Home Affairs considers and decides to award the Medal.
