The Vietnam General Confederation of Labor has just issued a plan to launch an emulation movement among union members, workers and trade unions at all levels to celebrate the 14th National Congress of the Party, the National Congress of the Vietnam Fatherland Front for the 2026-2031 term, the 14th Congress of the Vietnam General Confederation of Labor, and important events of the country in 2026.
According to the plan, conditions, and standards for rewarding the General Confederation in the emulation movement in 2026 as follows:
a) Emulation flag of the General Confederation and Certificate of Merit of the Executive Committee of the Vietnam General Confederation of Labor for provincial and equivalent trade unions, general corporation trade unions, departments, public service units, and enterprises under the General Confederation: implemented according to the reward regulations of the Trade Union organization and guided the activities of emulation clusters and blocks.
b) Certificate of Merit of the Executive Committee of the Vietnam General Confederation of Labor for a collective of grassroots trade unions that meet the following conditions:
- Have outstanding achievements in the emulation movement in 2026, exceeding the targets and tasks assigned by superiors. Prioritize rewarding units that actively and effectively participate in the "Digital Initiative" Program.
- Having a new model, creative solutions are effectively applied in response to launching and organizing emulation movements and are widely spread to other grassroots trade unions; promptly specifying, issuing plans, guiding and organizing the implementation of emulation movements to achieve high efficiency.
- Timely organize propaganda activities, commend, honor, replicate and spread advanced models and typical examples. There are works, products, and emulation work to celebrate the 14th National Congress of the Party. The National Congress of the Vietnam Fatherland Front and the 14th Congress of the Vietnam Trade Union, term 2026-2031.
c) Certificates of Merit from the Executive Committee of the Vietnam General Confederation of Labor to individuals:
- Be exemplary, comply with the Party's guidelines and policies, the State's laws, internal rules and regulations of agencies, units and enterprises.
- Have outstanding achievements in the emulation movement in 2026, excellently completing assigned tasks;
- Have initiatives and creativity that are effectively applied in performing professional tasks and trade union activities; be a typical example that is widely replicated and spread in trade union activities at the provincial, municipal, and industry levels, the Corporation and units under the General Confederation. Priority is given to rewarding individuals with initiatives participating in the "Digital Initiative" Program.
