The Ministry of Home Affairs is seeking public opinions on the draft Circular guiding the development, management, and exploitation of digital learning materials and online courses in civil servant and public employee training.
According to the draft Circular, the "Digital Education Platform" is an important platform for organizing common digital knowledge and skills training programs and materials.
However, online courses for civil servants and public employees are also implemented on the platform of training and fostering institutions under ministries, sectors, localities or other selected platforms.
Therefore, the Ministry of Home Affairs believes that it is necessary to issue a Circular in the direction of stipulating common standards, minimum requirements and unified professional procedures for all eligible platforms; and at the same time clearly stipulate the use of the "Digital Literacy Platform" for professional and nghiệp vụ training courses, digital knowledge and skills updates, or other courses when assigned by competent authorities.
The draft Circular aims to guide the unified development, management, and exploitation of digital learning materials and online courses; create a legal and professional basis for ministries, branches, localities, training and fostering institutions and relevant agencies and units to organize the synchronous, quality, and effective implementation of the Common Digital Learning System for civil servants and public employees in general and commune-level cadres, civil servants, and public employees in particular.
According to the draft, the digital platform serving online courses includes:
- Online courses for civil servant and public employee training are organized on a digital platform to meet the requirements of learning materials management, civil servant and public employee management, organization of learning, testing, evaluation, recording results and summarizing, reporting.
- Digital platforms serving online training can be platforms established, leased, and used by training and fostering institutions; common platforms of ministries, branches, and localities; "Digital literacy platforms" or other digital platforms selected by competent authorities.
- The selection of digital platforms to organize online courses is based on objectives, subjects, course scale, data management requirements, technical conditions, information security and accessibility of civil servants and public employees.
- The "Digital Literacy Platform" is used to upload, manage, and exploit digital learning materials, organize online courses, shared courses, popularized courses, update digital knowledge and skills, or other courses when assigned or identified in a training plan by a competent authority.
- The use of the "Digital Literacy Platform" does not replace other digital platforms of ministries, branches, localities, training and fostering institutions for civil servants and public employees if those platforms meet the requirements of organizing online training according to the draft Circular.
