The Ministry of Home Affairs is seeking opinions on the draft Decree amending and supplementing a number of articles of Decree 179/2024/ND-CP of the Government stipulating policies to attract and value talented people to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and socio-political organizations (expected to take effect from July 1).
Regarding the content of amendments and supplements, the Ministry of Home Affairs said that to ensure synchronization and consistency with Party regulations and in accordance with practice, in the draft Decree amending and supplementing standards and conditions for application to groups of subjects.
For excellent graduates: clarify the subjects to be applied policies including university graduates, graduates with honors or higher at prestigious higher education institutions in the world; remove the subject of young scientists who have doctoral degrees, specialist doctors level II, specialist pharmacists level II specializing in medicine, pharmacy at domestic educational institutions belonging to this group of subjects.
For young scientists under 47 years old with the academic title of associate professor, professor; leading experts, scientists, people with high professional qualifications in key and important industries and fields, conditions on awards, research works, work achievements, inventions, patents... will be supplemented.
For experts, managers, business administrators; legal scientists, jurists, and good lawyers, conditions on experience and working time will be supplemented to be appropriate.
Regarding the policy of priority in recruitment and first-time attraction allowances after recruitment, the draft Decree clarifies the form of priority recruitment into civil servants and public employees and the level of first-time attraction allowances for each group of subjects.
Excellent graduates when recruited into civil servants and public employees are entitled to an additional allowance equal to 150% of the salary according to the current salary coefficient within 5 years from the date of the recruitment decision.
Leading experts, scientists, managers, business managers, people with high professional qualifications in industries and fields who are Vietnamese, of working age, if they wish to work long-term at agencies, organizations, and units in the political system, they will be considered for admission to civil servants and public employees by competent authorities and will receive an additional allowance equal to 300% of the salary level according to the current salary coefficient.
Regarding the policy of additional allowances for talented officials, civil servants, and public employees, the Ministry of Home Affairs also proposed to supplement regulations that talented officials, civil servants, and public employees are allowed to increase by more than 1 salary grade compared to the current salary grade and receive additional monthly allowances equal to 300% of the current salary level coefficient from the date of the recognition decision of the competent authority.
