The Ministry of Home Affairs is seeking opinions on the draft Decree amending and supplementing a number of articles of Decree 179/2024/ND-CP of the Government stipulating policies to attract and value talented people to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and socio-political organizations (expected to take effect from July 1).
One of the notable contents of the draft is to amend and supplement the subjects of application to ensure consistency with the regulations of the Party, the Law on Cadres and Civil Servants and the Law on Public Employees.
In which, excellent graduates are in the group of subjects applying the following standards and conditions:
Students who graduate with valedictorian honors at higher education institutions in the country or graduate with university or postgraduate degrees with honors or higher at prestigious higher education institutions in the world are recognized as equivalent in terms of diplomas and certificates according to the provisions of law, within the age specified in Article 1 of the Youth Law up to the time of submitting applications;
Excellent university graduates at higher education institutions in the country, within the age specified in Article 1 of the Youth Law up to the time of submitting applications and belonging to one of the following cases of personal achievement:
Winning the third prize or higher in one of the provincial-level excellent student selection exams, winning the consolation prize or higher in the national-level excellent student selection exams or the Certificate of Merit or higher in international excellent student selection exams in one of the subjects of natural sciences (mathematics, physics, chemistry, biology, informatics) and social sciences (literature, history, geography, foreign languages) during their high school years;
Winning the third or more individual prize in a national or international science and technology competition during their studies at the high school or university level;
Winning the third or higher individual prize in the Olympic competition in one of the subjects of mathematics, physics, chemistry, mechanics, informatics or other majors during their university studies recognized by the Ministry of Education and Training.
The Ministry of Home Affairs also proposed that excellent graduates when recruited into civil servants and public employees will receive an additional allowance equal to 150% of the salary according to the current salary coefficient within 5 years from the date of the recruitment decision.
