The Ministry of Home Affairs said that the standards and conditions for registering for consideration for promotion to professional titles of civil servants are specified in Decree No. 115/2020/ND-CP.

Ms. Nguyen Thi Kim (character name changed) said that in June 2026, her agency will organize the consideration of civil servant promotion.

She was officially recruited from July 1, 2017, ranked with a salary coefficient of 2.67, received 100% salary and did not have to implement the probationary regime.

Previously, from 2015 to 2017, she worked under a fixed-term labor contract at the office of a press agency, with compulsory social insurance (BHXH).

The contract clearly states that she holds the title of accountant, rank code 06. 031, enjoys a salary coefficient of 2.34; the social insurance book also shows the occupation as an accountant.

According to Ms. Kim, when she was officially recruited, because she had a suitable working time, she did not have to be a trainee. At the same time, with a master's degree, she was immediately ranked with a salary coefficient of 2.67.

From the above reality, Ms. Kim wondered whether the working time under the labor contract from 2015 to 2017, although not yet appointed to the rank, will be added to the time of holding the rank to be eligible for promotion consideration, or will it only be calculated from the time of official recruitment on July 1, 2017. She also said that she has never received a one-time social insurance allowance.

The Ministry of Home Affairs has responded to the above questions at the Ministry's Electronic Information Portal.

Accordingly, the standards and conditions for registering for consideration for promotion to professional titles of civil servants are specified in Article 32 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government (amended and supplemented in Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government).

Accordingly, it is stipulated: In case civil servants before being recruited or received have worked for a period of time (excluding probationary time as prescribed in Clause 2, Article 21 of this Decree) in accordance with the provisions of law, have paid compulsory social insurance, work in positions requiring appropriate professional and nghiệp vụ qualifications (if there is non-continuous working time but they have not received a one-time social insurance allowance, it is accumulated) and that time is calculated as a basis for ranking salaries in the current professional title, it is considered equivalent to the current professional title rank.

Based on the above regulations and the functions, tasks, and powers of ministries, ministerial-level agencies, and agencies under the Government specified in Article 63; the powers of public non-business units specified in Article 66 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government (amended and supplemented in Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government), the Ministry of Home Affairs requests you to exchange with the civil servant management agency where you work for consideration, guidance, and resolution.
