Article 15 of Circular No. 12/2025/TT-BCA of the Ministry of Public Security stipulates the testing and issuance of driver's licenses; issuance and use of international driver's licenses, regulations on driver's test takers are as follows:
1. Eligible age (calculated to the date of driving test), health as prescribed in Clauses 1, 2, Article 59 of the Law on Road Traffic Order and Safety.
2. Be certified by a driving training institution to complete a driving training course or be granted a vocational elementary certificate or training certificate.
Article 59 of the Law on Road Traffic Order and Safety 2024 stipulates the age and health of vehicle drivers participating in road traffic as follows:
1. The age of drivers and specialized motor vehicle operators is regulated as follows:
a) People aged 16 and over are allowed to drive motorbikes;
b) People aged 18 and over who are issued driver's licenses of class A1, A, B1, B, C1, are issued certificates of training in legal knowledge of road traffic to drive specialized motorbikes to participate in road traffic;
c) People aged 21 and over are issued driver's licenses of class C, BE;
d) People aged 24 and over are issued driver's licenses of class D1, D2, C1E, CE;
e) People aged 27 and over are issued driver's licenses of class D, D1E, D2E, DE;
e) The maximum age for drivers of passenger cars (including buses) over 29 seats (excluding the driver's seat), sleeper passenger cars is 57 years old for men, 55 years old for women.
2. Vehicle drivers participating in road traffic must ensure health conditions suitable for each type of vehicle allowed to be driven. The Minister of Health shall stipulate health standards, health checks for drivers and specialized motorbike drivers; periodic health checks for car drivers; build a database on the health of drivers and specialized motorbike drivers.
Thus, driver test takers need to meet the above conditions.
