In recent days, information about the transfer of State management tasks of testing and granting driving licenses from the Ministry of Transport (MOT) to the Ministry of Public Security before February 19 is receiving public attention.
According to the reporter of Lao Dong Newspaper, on the morning of February 17, at the Road Motor Drivers Training and Testing Center (Dien Bien Province Department of Transport), work related to training and testing is still taking place normally. This is also the only center in Dien Bien province that is allowed to train car drivers.
Talking to reporters, Mr. Lo A Minh - a student from Tua Chua district said that he had been informed and instructed by teachers about transferring test management and issuing a driver's license from the Ministry of Transport to the Ministry of Public Security.
"I have just completed the exam to get a certificate for 4 parts including theory, simulation, analysis and schoolwork. However, there is still no specific plan for the exam to be granted a certificate, the Center will notify later" - Mr. Minh said.

Discussing this content, Mr. Bui Vinh Phu - Head of the Department of Vehicle and Driver Transport Management (Department of Transport of Dien Bien province) said that the Department of Transport and Dien Bien Provincial Police have been closely coordinating to ensure the test activities run normally.
"People can rest assured that the testing will not be interrupted and there will be no impact" - Mr. Phu emphasized.
According to Mr. Phu, up to now, there is no official document on the handover. According to the direction of the Vietnam Road Administration, the handover is expected to be completed before February 19. Thus, the State management function of training, testing, and granting road motor vehicle driving licenses is still managed by the Ministry of Transport.
According to Mr. Phu, the most recent test for new car drivers was organized by the Center in January 2025 for more than 30 people who have passed the theoretical deadline, while the practice software is still being completed.

"Currently, the Department of Transport has also requested the Road Motor Driving Training and Testing Center to complete the testing of vehicles and testing grounds before June 1, 2025 according to regulations" - Mr. Phu said.
Regarding this issue, recently, the Vietnam Road Administration has sent a document to the Departments of Transport of provinces and centrally run cities to prepare for handing over the task of State management of testing and issuing driving licenses from the Ministry of Transport to the Ministry of Public Security before February 19.
In order to make the handover work quick and compact, without affecting the issuance and renewal of driving licenses for people, the Vietnam Road Administration requires the Departments of Transport to coordinate with local police to fully prepare the contents related to the task of testing and issuing driving licenses to be able to hand over immediately upon request.
The Departments of Transport still have a suitable assessment plan, implementing the reception of application for granting, changing driving licenses and completing the granting of driving licenses for cases that have submitted documents before the handover time.
