Regulations on dialogue between local authorities at the commune level and the people

The Lao Dong Newspaper Legal Consulting Office replied:

Article 43 of the Law on Organization of Local Government 2025 stipulates the dialogue between local authorities at the commune level and the people as follows:

1. At least once a year or when at least 10% of the total number of voters at the commune level request or, if necessary, the local government at the commune level organizes a dialogue conference with the people in person, online or through legal social networks according to the provisions of law to discuss the situation of local government operations and issues related to the rights and obligations of citizens in the locality. In case of direct organization, if the scale of commune-level administrative units is too large, exchanges and dialogues can be organized with the People in each cluster of villages and residential groups.

2. The People's Committees at the commune level are responsible for coordinating with the Vietnam Fatherland Front Committee at the same level to organize a dialogue conference as prescribed in Clause 1 of this Article, together with the Standing Representative of the People's Council at the same level to chair the dialogue conference; invite representatives of the People's Committees at the same level to participate in the dialogue conference and must notify the media about the time, location, content and methods of attending the dialogue conference with the People no later than 07 days before the conference.

3. The content of the dialogue conference results with the People must be notified by the People's Committee to the People through mass media, posted at the headquarters of the local government at the commune level and sent to the Village Heads and Heads of Residential Groups in the area no later than 10 days from the date of the conference.
