Voters also requested competent authorities to have effective and thorough solutions to resolve real estate projects and works that have been abandoned and not implemented for many years; continue to review and improve the legal system on land, and promptly overcome the disruption in implementing administrative procedures on land due to the implementation of the 2-level local government model.

Also at the meeting, voters suggested that the National Assembly and the Government continue to pay attention to perfecting mechanisms and policies to support agricultural production development; investing in and upgrading rural transportation systems, canals in the fields, and essential infrastructure works; consider adjusting the salary regime, allowances and treatment policies for commune-level cadres, civil servants, and cadres holding leadership positions in special commune-level associations when applying for retirement; unify the current level of death benefits.
Some voters also suggested that the Central Government soon issue a new salary regime and policy. At the same time, pay attention to fostering knowledge and leadership skills at the department level under the commune level. Increase allowances for cadres working in associations assigned by the Party and the State at the commune level and supplement operating expenses for associations.
It is necessary to promptly issue specific guiding documents on determining the staffing of cadres and civil servants in accordance with the population size and characteristics of each locality. Pay attention to promoting decentralization, delegation of authority and ensuring the operation of specialized departments under the People's Committees of communes. At the same time, consider increasing the basic salary and special allowances for health station officials and having preferential policies to attract and retain high-quality human resources to work here.
