Need to link "5 houses" to raise the level of good farmers

The scientist proposed that the Vietnam Farmers' Union take the lead in piloting a linkage model between the State, scientists, businesses, farmers and banks in the new term.

Assoc. Prof. Dr. Vu Ngoc Huyen proposed that the Vietnam Farmers' Union build a "5 houses" linkage model, and at the same time foster good farmers to develop into agricultural enterprises in the new term.

On June 7, within the framework of the first session of the IX National Congress of the Vietnam Farmers' Union, term 2026 - 2031, the Congress held a group discussion to contribute opinions to the draft documents submitted to the Congress.

Speaking at discussion group No. 1, Assoc. Prof. Dr. Vu Ngoc Huyen - Deputy Director of Vietnam National University of Agriculture expressed high agreement with the content of the draft documents submitted to the Congress. Contributing opinions on the direction of activities of the 9th Vietnam Farmers' Union, Mr. Huyen emphasized two groups of strategic solutions, towards sustainable agricultural development.

According to Assoc. Prof. Dr. Vu Ngoc Huyen, the Central Vietnam Farmers' Union needs to focus resources on building a comprehensive linkage model between 5 entities, including: the State, scientists, businesses, farmers and banks.

To make this model more substantive, he proposed that the Vietnam Farmers' Union take the lead in building specific pilot models; then organize assessments, draw lessons learned and replicate them to the provincial and commune levels nationwide in the new term.

In the "5-house" linkage model, the role of each subject needs to be clearly defined. The State plays a constructive role, focusing on building mechanisms and perfecting macro management policies. Scientists are responsible for researching, applying advanced science and technology and transferring techniques into each specific agricultural production sector.

Businesses play a leading role in the market, orienting consumption, and participating in training and coaching skills for producers. Credit institutions and banks take on the role of providing capital through flexible commercial lending or establishing specialized agricultural support funds. Meanwhile, farmers are the direct organizers of production and business in the locality.

Notably, Assoc. Prof. Dr. Vu Ngoc Huyen emphasized the requirement to replicate models of good farmers in production and business associated with the transformation of thinking to business economic thinking.

In the new term, the Farmers' Association needs to accompany and nurture good farming households to gradually improve management capacity. Thereby, promote the strong transformation from purely production households to establishing agricultural enterprises," Mr. Huyen emphasized.

Regarding the target of developing 5,000 agricultural enterprises in the draft Resolution of the IX Congress of the Vietnam Farmers' Union, Assoc. Prof. Dr. Vu Ngoc Huyen said that there needs to be a specific and in-depth approach to create a spreading highlight.

According to him, in each locality, the provincial level needs to proactively form groups of agricultural enterprises and groups of successful entrepreneurs to be the core force leading the movement.

To make this target substantive, the minimum striving goal to be set is that each commune-level administrative unit must form at least one agricultural enterprise operating in the field of agricultural production and business that is effective or initially has stable efficiency," Mr. Huyen expressed his opinion.

According to Assoc. Prof. Dr. Vu Ngoc Huyen, with a total of more than 3,321 communes nationwide, having each commune with one effectively operating enterprise not only creates a highlight for the rural economic movement, but is also a practical basis for realizing the goal of developing 5,000 agricultural enterprises in the coming time.
