5 communes and wards are arranged with 5 professional departments and equivalents under the People's Committees of communes/wards, including 2 wards: Dien Bien Phu, Muong Thanh and 3 communes: Muong Nhe, Tuan Giao, Thanh Nua.
For 2 wards Dien Bien Phu and Muong Thanh, the names of 5 affiliated agencies include: Office of the People's Council and People's Committee; Economic, Infrastructure and Urban Department; Department of Agriculture and Environment; Department of Culture - Society; Public Administrative Service Center.
For Muong Nhe, Tuan Giao and Thanh Nua communes, 5 directly affiliated agencies are: Office of the People's Council and People's Committee; Economic Department; Department of Agriculture and Environment; Department of Culture - Society; Public Administration Service Center.
People's Committees of communes and wards belonging to groups with 5 specialized departments submit to the People's Council of the same level to decide on the establishment of the Department of Agriculture and Environment on the basis of reorganizing the Economic Department (for communes) or the Department of Economy, Infrastructure and Urban Areas (for wards).
The remaining 40 communes and wards are arranged with 4 professional departments and equivalents under the People's Committees.
