Answering reporters' questions about the operational efficiency and development orientation of the Farmers' Support Fund in the new term, Chairman of the Central Vietnam Farmers' Union Luong Quoc Doan said that this is one of the specific funds that operates effectively, highly appreciated by Party committees, authorities and Union organizations for many years.
According to Mr. Doan, the overdue debt ratio of the Farmers' Support Fund is currently very low. The lending model by household group has been effective in supporting farmers to link production, form cooperative groups, cooperatives and develop the collective economy.
Currently, the capital of the Farmers' Support Fund at the central level has reached over 600 billion VND. Implementing Decree No. 37 of the Government on the management and operation of the Farmers' Support Fund and the Project approved by the Prime Minister, the Vietnam Farmers' Union sets a target to increase the total charter capital of the Fund to 2,000 billion VND by 2030.
In addition to capital from the budget, Association levels continue to mobilize officials, members, businesses and social resources to supplement capital for the Fund.
Mr. Luong Quoc Doan assessed that in the coming time, the Vietnam Farmers' Union will continue to maintain the lending method for household groups to promote production linkages and collective economic development.
At the same time, the Association is researching mechanisms to support good production and business households with potential to develop into businesses, contributing to the implementation of the policy of developing the private economy in the spirit of the Party's new resolutions.
One of the targets that received great attention at this Congress is the goal of mobilizing, guiding and supporting the establishment of at least 5,000 private enterprises operating in the agricultural sector in the 2026-2031 term.
Explaining the basis for building this goal, the Chairman of the Central Vietnam Farmers' Union said that the whole country currently has about 3.4 million good production and business households. Through summary periods, the number of households with revenue of 2 billion VND or more is increasing strongly. The most recent assessment period alone recorded more than 2,000 households achieving an average income of over 2 billion VND per year.
According to Mr. Doan, this is a force with great potential to develop into small-scale agricultural enterprises, operating more methodically in management and production. With more than 3,300 commune-level administrative units nationwide, the goal of establishing 5,000 enterprises in 5 years is assessed as having a practical basis.
To realize this goal, the Vietnam Farmers' Union will synchronously implement many solutions. In which, the focus is on implementing Decision No. 517 of the Prime Minister on fostering cadres of Farmers' Unions at all levels, heads of branches of farmers and farmers who are good at production and business, and excellent farmers in the period 2025-2030.
Accordingly, the Central Farmers' Association strives to train about 50,000 good farmers in production and business each year. The training content focuses on corporate governance, digital transformation, business skills and economic knowledge.
Along with that, the Association continues to coordinate with credit institutions, especially the Bank for Agriculture and Rural Development and many commercial banks to support farmers' access to capital. Connecting with businesses, scientists and collective economic organizations is also identified as an important solution to help large-scale production households gradually transform into business models.
Another content that many reporters are interested in is the goal of equipping digital skills for 70% of farmer members in the new term. The Chairman of the Central Vietnam Farmers' Union recognizes that farmers are currently a group that still faces many limitations in their ability to access digital technology, especially in remote and isolated areas.
However, according to actual surveys, the rate of people using smartphones is currently very high. The issue is no longer about owning the device but about the ability to effectively exploit digital applications for production and business.
Over the past time, the Vietnam Farmers' Union has coordinated with many technology partners to implement programs to guide farmers to use digital tools. The digital platform for farmers has now attracted about 4.3 million participants.
In the next term, the Association will continue to upgrade this platform, build "digital farmer groups" models at the grassroots level, and strengthen coordination with technology and telecommunications enterprises to support members in accessing digital transformation...
