After the 9th Central Executive Committee of the Vietnam Farmers' Union, term 2026-2031, launched the Congress, on behalf of the comrades in the Executive Committee, Comrade Luong Quoc Doan, Member of the Party Central Committee, Chairman of the 9th Central Executive Committee of the Vietnam Farmers' Union, delivered a speech accepting his assignment.
Chairman Luong Quoc Doan expressed: "We are very honored, proud and happy to be trusted by the Congress to be elected to the Executive Committee of the 9th Central Committee of the Vietnam Farmers' Union, term 2026-2031.
Chairman of the Central Committee of the Vietnam Farmers' Union Luong Quoc Doan also thanked the trust of the Politburo, the Secretariat, and the Vietnam Fatherland Front for always paying attention and closely directing the Vietnam Farmers' Union. The Executive Committee of the 9th Central Committee of the Vietnam Farmers' Union promised to unite, overcome difficulties, constantly improve political and professional bravery, and innovate the content of work.
The 9th Central Executive Committee of the Vietnam Farmers' Union wishes to continue to receive the attention and direction of the Politburo, the Secretariat, the Party Committee of the Fatherland Front, central organizations, ministries, departments, and central agencies in the process of implementing the tasks of the Union and the farmers' movement.
Following the Congress program, Comrade Phan Nhu Nguyen - Standing Vice Chairman of the Central Committee of the Vietnam Farmers' Union presented a summary report, receiving and explaining the opinions discussed on the Congress documents.
According to him, the Congress recorded 55 speeches in 4 discussion groups. Most of the opinions expressed agreement and high consensus with the draft Political Report, assessing that the report was prepared elaborately, seriously, concisely, and with quality; the goals and tasks set out closely followed the requirements of the new era, with high feasibility, showing the political determination and spirit of innovation and creativity of the Association.
The opinions focused on analyzing and clarifying the outstanding results in implementing the Resolution of the VIII Congress; assessing difficulties and advantages; and at the same time contributing many valid opinions on the directions, goals, tasks, solutions and system of targets for the 2026-2031 term. The Presidium would like to take note of the above opinions.
Continuing the working session this afternoon, Comrade Nguyen Hong Hai, Head of the Secretariat, presented the Draft Resolution of the IX National Congress of the Vietnam Farmers' Union, term 2026-2031.
After discussing the documents and personnel projects submitted by the 8th Central Executive Committee of the Vietnam Farmers' Union at the Congress and absorbing the directing opinions of the Standing Secretary of the Secretariat, the Congress decided to approve the content of assessing the association's work and the farmers' movement from the 8th Congress to date and the direction, goals, and tasks for the 2026 - 2031 term, with specific targets:
1. 100% of cadres and members are propagated, disseminated, and educated on the Party's guidelines, policies, laws of the State, resolutions, and directives of the Association.
2. Admission of 500,000 new members or more.
3. Establish 25,000 new professional Farmers' Association groups, 2,500 professional Farmers' Association branches; advise and support at least 18,000 professional Farmers' Association groups, 3,000 professional Farmers' Association branches in producing, processing, and trading agricultural products and food according to safe quality processes and standards.
4. At least 97% of grassroots associations have completed tasks well or better.
5. Training and fostering to improve the qualifications and skills of 250,000 excellent farmers and good farmers in production and business at all levels.
6. Annually, 60% or more of farming households register to strive and 50% or more of households register to achieve the title of good production and business at all levels.
7. Support the establishment of 5,000 new cooperative groups, 1,000 agricultural cooperatives; guide and support at least 4,500 cooperative groups, 1,500 agricultural cooperatives to produce, process, and trade according to safe quality processes and standards, including at least 300 cooperatives connecting safe food supply chains.
8. 100% of OCOP agricultural and food products mobilized, consulted, and supported by the Farmers' Association are traceable.
9. Growth of the farmer support fund on average from 10%/year or more; maintaining bank entrustment balance reaching 200,000 billion VND.
10. At least 70% of farmer members are equipped with digital knowledge and skills; over 95% of member households have correct knowledge and practice of food safety.
11. Mobilize, guide, and support members and farmers to establish at least 5,000 businesses operating in the agricultural sector.
