The seminar was attended by experts and scientists in the Advisory Council of the Central Committee of the Vietnam Fatherland Front; leaders of the Central Party Office, the Central Propaganda and Mass Mobilization Committee, the Central Organizing Committee, the Central Policy and Strategy Committee, the Ministry of Home Affairs, the Ministry of Agriculture and Environment; leaders of the Vietnam Cooperative Alliance, the Vietnam Federation of Commerce and Industry; leaders of departments and units of the Central Committee of the Vietnam Fatherland Front.
Accordingly, implementing Resolution 18-NQ/TW dated October 25, 2017 of the Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", especially, most recently, Resolution No. 60-NQ/TW dated April 12, 2025 The 11th Conference of the 13th Central Executive Committee on reorganizing and streamlining socio-political organizations and mass organizations assigned by the Party and State to the Vietnam Fatherland Front, under the leadership and direction of the Party Committee of the Central Vietnam Fatherland Front, in recent times, the reorganization and streamlining of the apparatus of the Vietnam Fatherland Front, socio-political organizations and the masses assigned by the Party and State has achieved positive results.
Many models of consolidation, concurrentity, staff streamlining, and innovation of operating methods have been implemented, contributing to improving the efficiency of the apparatus' operations, reducing overlap and institutionalization. However, practice also shows that there are still many shortcomings and limitations, issues arising in clearly defining the functions, tasks, operating mechanisms and organizational models of mass organizations assigned by the Party and the State.
Along with that, implementing the direction of the Central Party Secretariat, the Vietnam Fatherland Front Party Committee, and Central organizations have chaired and coordinated with the Central Organizing Committee, the Central Policy and Strategy Committee and relevant agencies to conduct an assessment of the organizational model of the Vietnam Cooperative Union and the Vietnam Federation of Commerce and Industry.

The assessment and proposal to perfect the organizational and operational model of the Vietnam Cooperative Union and the Vietnam Federation of Commerce and Industry aims to clearly identify the legal basis, the organizational and operational model, functions, tasks, operating mechanisms, financial mechanisms, state management methods and relations with relevant agencies and organizations of these two organizations. This is an important premise to clearly orient the organizational and operational model of the two organizations in particular; for associations assigned by the Party and the State in general, it is also an urgent requirement in the process of building a dynamic, transparent market economy and sustainable development in the new period.
From the above grounds, delegates attending the seminar discussed and clarified the role of the Mass Association organization, focusing on specific analysis of the case of the Vietnam Cooperative Union and the Vietnam Federation of Commerce and Industry. The opinions also focused on clarifying the political, legal and practical basis for determining the organizational model of the Vietnam Cooperative Union and the Vietnam Federation of Commerce and Industry in the current period; at the same time, providing general assessments and assessments of the organizational and operational model of the two organizations in the new situation... This is the basis for the Central Committee of the Vietnam Fatherland Front to continue to complete the development of the Project to submit to the Standing Committee of the Vietnam Fatherland Front Party Committee and Central Trade Unions and submit to the Secretariat at the end of July 2025.
