On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 171-KL/TW of the Politburo and the Secretariat on continuing to implement and complete the task of reorganizing the apparatus and administrative units.
The conclusion stated that at the meeting on June 27, the Politburo and the Secretariat concluded on continuing to implement and complete the task of reorganizing the apparatus and administrative units.
Accordingly, the Politburo and the Secretariat basically agreed with the Report on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units (from June 21 to 26, 2025) submitted by the Central Organizing Committee.
The Politburo and the Secretariat commended and acknowledged the Party committees, agencies and units at the central level for ensuring progress, the requirements set out with positive results.
The Politburo and the Secretariat request the Standing Committees of provincial and centrally-run city Party Committees to lead and direct:
(1) Local Party committees urgently complete the trial operation, organize assessment, review, draw experience, promptly adjust, handle arising problems and difficulties and perfect the conditions for organization, human resources, and techniques to ensure the official operation is smooth, efficient, and synchronous.
(2) Organize the Ceremony to announce the resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, the Fatherland Front of provinces, cities, communes, wards, and special zones on June 30, 2025 to ensure solemnity, thoughtfulness, efficiency, practicality, and synchronization, unity in accordance with the instructions of the Central Party Office.
(3) Urgently review and complete all assigned work, arrange and assign cadres, civil servants, public employees, and workers in provincial and commune-level agencies and units; arrange full headquarters, facilities, and means of work to meet requirements; ensure stable communication lines for commune-level public administrative service centers; select a system to share information technology platforms in some applications for handling administrative procedures, document management, online meetings, reporting information, exploiting and sharing data; proactively and flexibly overcome difficulties, thoroughly handle arising problems...
(4) Continue to do a good job of political and ideological education, promptly resolve all policies and regimes for cadres, party members, civil servants, public employees, and workers according to the Central Government's instructions; strengthen propaganda and guidance to help people grasp new regulations and new locations and working methods; consolidate and maintain people's consensus and support for the implementation of two-level administrative units.
The Politburo and the Secretariat requested Party committees at all levels, agencies and units directly under the Central Government to continue to focus at the highest level, proactively, actively and resolutely seriously implement the policies and conclusions of the Central Committee, the Politburo and the Secretariat on streamlining the apparatus of the political system associated with the two-level administrative units.
