On February 2nd, at the second consultation conference of the Presidium of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy mentioned some key contents to be implemented after the second consultation conference of the Presidium of the Central Committee of the Vietnam Fatherland Front.
According to the provisions of the Law on Election of National Assembly Deputies and People's Council Deputies (HĐND); Joint Resolution No. 102/2025/NQLT/UBTVQH15-CP ĐCTUBTWMTTQVN dated September 26, 2025 of the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front; Resolution No. 101/2025/UBTVQH15 of the National Assembly Standing Committee and guiding documents of the National Assembly Standing Committee, the National Election Council, the Central Committee of the Vietnam Fatherland Front (MTTQ), after the second consultation conference of the Presidium of the Central Committee of the Vietnam Fatherland Front, agencies, organizations, and units shall carry out a number of the following tasks:
For the Standing Committee of the Central Committee of the Vietnam Fatherland Front:
1. Send the minutes of the second consultation conference of the Presidium of the Central Committee of the Vietnam Fatherland Front to the National Assembly Standing Committee and the National Election Council no later than February 3, 2026.
2. Send the preliminary list of people from agencies, organizations, and units at the Central level who are candidates for National Assembly deputies to the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level where the National Assembly deputy candidate resides regularly to organize a conference to collect voters' opinions at the place of residence.
3. Develop a report on the results of the second consultation conference for the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term.
4. Organize the implementation of inspection and supervision activities for the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term according to Plan No. 82/KH-MTTW-BTT dated November 28, 2025. The implementation time is from February 4 to March 15, 2026.
5. Appoint representatives of the Central Committee of the Vietnam Fatherland Front to participate in the Supervisory and Inspection Delegations of the National Assembly Standing Committee's election work.
6. Monitor and summarize opinions, comments and confidence of voters at the place of residence in candidates for the 16th National Assembly introduced by agencies, organizations, and units at the Central level.
7. Monitor and urge the verification of cases raised by voters regarding National Assembly deputy candidates.
For the Standing Committee of the Vietnam Fatherland Front Committee of localities:
1. The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level organizes a conference to guide the collection of opinions and confidences of voters at the place of residence for National Assembly deputy candidates residing in the area (both candidates consulted by the Vietnam Fatherland Front Committee at the provincial level and candidates consulted by the Presidium of the Vietnam Fatherland Front Central Committee).
2. The Standing Committee of the Vietnam Fatherland Front Committee at the commune level coordinates with the People's Committee at the same level to convene and chair a conference to collect opinions and confidences from voters at the place of residence for National Assembly deputy candidates residing in the area.
The organization of conferences to collect voters' opinions at the place of residence to comment on and trust nominated candidates is carried out in accordance with the provisions of Article 21 and Article 22 of Joint Resolution No. 102/2025/NQLT/UBTVQH15-CP-ĐCTUBTWMTTQVN dated September 26, 2025 of the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front; implemented from February 4, 2026 to February 8, 2026.
3. Monitor and summarize opinions, comments and confidence of voters at their place of residence in candidates for the 16th National Assembly, candidates for People's Councils at the same level.
4. Monitor and urge the verification of cases raised by voters regarding National Assembly deputies and People's Council deputies of the same level.
For agencies, organizations, and units with nominees:
1. Assign officials to contact and attend the conference of the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level to guide the collection of opinions and confidences of voters at their place of residence for National Assembly deputy candidates.
2. Contact the Standing Committee of the Vietnam Fatherland Front Committee at the commune level where the candidate of their agency, organization, or unit resides to coordinate the organization of the voters' conference.
3. Send officials to participate in conferences to gather opinions and confidences from voters at the place of residence of their agencies, organizations, and units participating in the election of National Assembly deputies.
Regarding the expected organization of the third consultation conference:
According to the provisions of Articles 47 and 48 of the Law on Election of National Assembly Deputies and People's Council Deputies, after having the second adjustment document of the National Assembly Standing Committee on the structure, composition and number of people of central agencies, organizations, and units introduced to run for National Assembly Deputy of the 16th term and the results of the voters' meeting at the place of residence commenting and trusting candidates, the Presidium of the Central Committee of the Vietnam Fatherland Front will organize the third consultation conference to select and make a list of people who meet the criteria for running for National Assembly Deputy of the 16th term.
