On April 20, Mr. Hoang Quoc Khanh, Secretary of Lang Son Provincial Party Committee, led a working delegation to inspect a series of key projects and works, including the plan to take water to improve the environment of Phai Loan Lake, the Provincial Sports Complex, the Ky Cung riverbank landslide prevention embankment, the extended Ly Thai To road and the accompanying resettlement area.
At Phai Loan lake, Tam Thanh ward, the working delegation listened to reports on plans to supplement water sources, lead water to Ngoc Tuyen stream, Nhi Thanh cave area, and solutions to collect garbage and treat lake pollution.
The inspection took place in the context of Phai Loan Lake continuing to be re-polluted. Recently, the lake surface has repeatedly developed green and white scum, mixed with waste, and smelly on hot sunny days.
According to people, after each cleanup, the water surface is only clean for a few days and then becomes polluted again. This situation occurred in April and May 2025.
At that time, functional units organized 2 phases of sucking nearly 20 m3 of scum and garbage and maintained periodic salvage twice a month. However, these measures mainly only treat the surface area on the water surface.
After on-site inspection, the Secretary of the Lang Son Provincial Party Committee directed to choose the option of taking water from the Ky Cung River, leading along Pho Muoi road to Le Hong Phong road to directly supplement to Phai Loan lake.
From here, the flow will continue to be regulated to Ngoc Tuyen stream, creating intercommunication for the entire Ngoc Tuyen stream - Nhi Thanh cave system.
Mr. Hoang Quoc Khanh emphasized that renovating Phai Loan Lake cannot just be a single technical solution but must be placed in the overall ecological restoration, forming a green space, culture, and unique tourism in the province center.
Along with that, waste collection and wastewater treatment must be implemented synchronously to soon restore a fresh landscape to the key tourist area.
In Dong Kinh ward, the working delegation inspected the Lang Son Provincial Sports Complex Project, including the central stadium and multi-purpose gymnasium.
To date, the project has completed important legal procedures, deploying 11/16 bidding packages. Site clearance work has only reached 6.59/28.72ha, equivalent to 22.56% of the area. Total disbursed capital is more than 52.2 billion VND, reaching 71.1% of the plan.
Assessing this as the largest sports project in the province to date, the Provincial Party Secretary requested not to delay progress. The Provincial Land Fund Development Center is assigned to accelerate site clearance and soon pay compensation for cases that have been approved plans.
Dong Kinh Ward People's Committee continues to mobilize households that have not handed over the land to agree, so that the project can be completed in 2027.
With the Ky Cung riverbank landslide prevention embankment project, site clearance has been 100% completed, but materials and components of the project are still gathered at the extended Ly Thai To street resettlement area, affecting the project progress.
The Provincial Party Secretary requested the construction unit to urgently relocate all materials, return the clean ground, and at the same time accelerate construction to complete the embankment project in 2026.
For Ly Thai To extended road and accompanying resettlement area, Mr. Hoang Quoc Khanh requested that at the latest before April 30, there must be clean ground to deploy construction.
The working delegation also surveyed redundant headquarters after arranging the apparatus, requesting early development of handling plans, rearrangement in accordance with regulations, and avoiding waste of public assets.
