Instruction No. 05/HD-MTTW-BTT mentions a number of contents related to the arrangement, streamlining, and consolidation of the apparatus of mass associations assigned by the Party and the State that are operating at the provincial and commune levels (including associations that have been reorganized and consolidated according to new administrative units and associations that have not been reorganized or consolidated).
According to the instructions, the process of arrangement, streamlining and consolidation ensures the direct and regular leadership of the Party Committee and coordination with the assigned Party committees to monitor and relevant State management agencies; promotes responsibility, ensures the presiding and unified role of the Standing Committee of the Vietnam Fatherland Front Committee at the provincial and commune levels in arranging the organizational apparatus of mass associations.
In addition, ensure the legitimate rights and obligations of associations according to the provisions of law, ensure continuity and uninterruption of tasks and activities; at the same time, arrange and streamline internal units of each organization, merge Associations with similar functions, tasks, subjects, nature and content of activities, improve the quality of activities of associations; ensure synchronization with the arrangement of the apparatus of the Party, the Vietnam Fatherland Front and socio-political organizations according to the model of two-level government.
During the organization and operation, mass organizations are guided, monitored and directed by assigned Party committees, and are subject to State management by relevant State agencies according to the law. The Standing Committee of the Vietnam Fatherland Front Committee at the provincial and commune levels orients the activities, synthesizes units, allocates finance and staffing (if any); personnel work is carried out according to the decentralization of competent authorities.
Instruction No. 03/HD-MTTW-BTT sets out the goals and requirements for organizing the Congress of the Vietnam Fatherland Front at the provincial and commune levels for the 2025-2030 term, emphasizing that, through organizing the Congress, continue to strongly innovate the content and methods of operation of the Vietnam Fatherland Front, focusing on the grassroots and residential areas, closely and proactively serving the people.
Along with that, building the Vietnam Fatherland Front to truly be an organization of political alliance, voluntary association of political organizations, socio-political organizations, social organizations and outstanding individuals in all classes, social classes, ethnic groups, religions and overseas Vietnamese; through the congress, deepening the principle of democratic commercialism, coordination and unity of actions, while promoting the proactiveness and creativity of socio-political organizations and other member organizations chaired by the Vietnam Fatherland Front. The Congress conducting the consultation to elect the Vietnam Fatherland Front Committee for the new term must ensure exemplary quality, which is truly the core to building and consolidating the great national unity bloc.
The guidance also states the requirement for organizing the Congress to promote the strength of solidarity, democracy, intelligence and responsibility of members (organization members, individual members), Vietnam Fatherland Front at all levels and the people; ensure solemnity, practicality, progress, economy, efficiency, and compliance with Party regulations, State laws and the Charter of the Vietnam Fatherland Front.
