On July 24, at the Cao Bang Provincial Conference Center, the Thuc Phan Ward Party Committee solemnly held a Congress with the participation of 198 official delegates.
This is the first commune and ward-level congress in the province, demonstrating the pioneering and key role of the locality in the new development stage.
With the theme "Slowly entering the new era; improving leadership capacity, promoting democracy, joining hands, being unanimous, innovating, and being creative; determined to successfully achieve the development goal by 2030, for the people's satisfaction and happiness", the Congress emphasized the orientation of comprehensive and sustainable development in the new term.
Thuc Phan ward was formed on the basis of merging 5 communes and wards of the province, currently with more than 41,000 residents living on an area of over 55km2. This is the most populous ward in Cao Bang province.
With the economic structure of trade and services accounting for more than 58%. The ward Party Committee has 103 subordinate Party cells and 4,632 Party members, which are the core force in Party building and local development.
During the past term, the ward has achieved many outstanding achievements. Average income per capita in 2024 will reach about 65 million VND/person/year.
Infrastructure is invested synchronously, especially serving tourism development such as Kim Dong walking street, Bang river route, food market - becoming an attractive destination for tourists.
The ward is also a pioneer in developing high-tech agriculture with models of strawberry and Ha Den grape growing networks bringing clear economic efficiency. The fields of culture, education and health continue to receive investment attention, contributing to improving the quality of life of people.
In the 2025-2030 term, Thuc Phan ward sets a target of increasing product value by an average of 12% per year; budget revenue increases by an average of 10% per year; by 2030, there will be at least 8 schools meeting national standards; the rate of Party organizations and Party members completing their tasks well will reach over 90% per year.
To realize these goals, the locality has identified the focus as building a team of cadres and civil servants with sufficient capacity and qualities; innovating leadership methods towards democracy, efficiency, and closeness to the people.
The ward also aims to become a model of the province in digital transformation and administrative reform, towards building "creative government, for the happiness of the people".
Speaking at the Congress, Mr. Quan Minh Cuong - Secretary of the Cao Bang Provincial Party Committee highly appreciated the spirit of seriousness and openness in recognizing the limitations and shortcomings and suggested that the Party committees and authorities of the ward focus on removing bottlenecks, promoting the role of urban, commercial and service centers of the province.
He emphasized the requirement of "6 clear" in direction and management: clear people, clear work, clear responsibilities, clear products, clear results, clear deadlines; at the same time, he suggested that the ward focus on developing infrastructure, beautifying the urban area, building a friendly urban space rich in identity to create a clear mark for tourism and local economy.
In addition, the ward needs to focus on improving people's lives comprehensively, not only in terms of income but also in terms of social security, education, healthcare, and culture. The ward is also expected to take the lead in digital transformation, building an honest, professional, close-to-the-people government apparatus and acting for the common good.
Finally, the Secretary of the Cao Bang Provincial Party Committee suggested that the Ward Party Committee continue to promote the spirit of solidarity and consensus, build a clean and strong political system, encourage a team of dynamic and creative cadres who dare to think, dare to do, dare to take responsibility for the common development of the ward and the province.
