Guidance No. 08-HD/BTGTW clearly states that, based on Directive No. 45-CT/TW dated July 22, 2010 of the Politburo on innovating and improving the efficiency of organizing anniversaries, ceremonies of awarding and receiving State honorary titles and high forms of commendation; Conclusion No. 88-KL/TW dated February 18, 2014 of the Politburo on organizing the 100th anniversary, over 100 years of birth; building memorial areas, memorial houses; building and publishing documentaries about the life and career of key leaders of the Party and State and typical predecessors; Decree No. 145/2013/ND-CP dated October 29, 2013 of the Government regulating the organization of anniversaries; ceremonies of awarding and receiving forms of commendation, emulation titles; foreign affairs ceremonies and welcoming and receiving foreign guests; Decree No. 111/2018/ND-CP dated August 31, 2018 of the Government regulating the founding day, traditional day, and response day of ministries, branches, and localities.
Based on Conclusion No. 91-KL/TW dated September 3, 2026 of the Secretariat on organizing the celebration of major holidays and important historical events of the country in the period 2026-2030; implementing Project No. 02-DA/BTGTW dated September 14, 2026, the Central Propaganda and Training Commission guides the organization of celebrations of major holidays and events.
Regarding the purpose and requirements, the Central Propaganda and Training Commission clearly stated, creating unity and focus in leading, directing and organizing the celebration of major holidays and important historical events of the country in the period 2026-2030; widely propagating the historical, cultural, and revolutionary traditions of the nation, political and ideological education, revolutionary ethics; deeply engraving the morality of "When drinking water, remember the source", fostering deep gratitude to predecessors, celebrities and those who have contributed to the cause of building and defending the country, building and protecting the Fatherland; strongly arousing patriotism, revolutionary heroism, spirit of self-reliance, confidence, self-strengthening, national pride and aspiration to contribute, building a rich, strong, civilized and prosperous country.
Through commemorative activities, consolidate and strengthen the trust of cadres, party members and people of all strata, create unity, steadfast awareness and action about the revolutionary path that the Party, Uncle Ho and our people have chosen; encourage, cheer, and motivate the entire Party, people, and army to promote the spirit of proactiveness, seize opportunities, overcome difficulties and challenges, promote patriotic emulation movements, and be determined to successfully implement the goals and orientations for national development in the spirit of the Resolution of the 14th Party Congress.
The Central Propaganda and Training Commission requests that commemorative activities clearly define the content and form of organization suitable to the scale, nature, meaning, and actual conditions of each event, ensuring inheritance, innovation, solemnity, practicality, efficiency, thrift, depth, targeting many audiences; promote the application of technology and digital transformation, creating conditions for people, especially the young generation, to actively participate, interact, experience and spread historical and cultural values; associated with propaganda and implementation of the Party's 14th National Congress resolutions, strategic resolutions, guidelines and policies of the Party, policies and laws of the State and performing the task of socio-economic development, taking care of people's lives.
Clearly assign and decentralize, within authority, specifically define responsibilities in directing and organizing commemorative activities for departments, ministries, branches, and localities, ensuring no overlap; promote proactiveness, associated with the role and responsibility of heads of agencies, units, and localities assigned to preside over and coordinate the organization of activities; avoid ostentation, formality, wastefulness, creating spillover effects and long-term value of commemorative activities...
