On March 25, the Standing Committee of the Vietnam Fatherland Front Committee of Khanh Hoa province organized a social criticism conference on the draft Resolution of the Provincial People's Council on regulations on gift levels for people with meritorious services to the revolution on the occasion of War Invalids and Martyrs' Day (July 27) every year.
Contributing opinions at the conference, delegates focused on many contents related to the name, scope of adjustment, subjects of application, gift levels and funding sources for implementation.
Many opinions suggested that it is necessary to review and clearly identify groups of people with meritorious services; specifically distinguish between relatives of people with meritorious services and related subjects.
At the same time, detailed statistics of the number of each group to ensure accuracy and convenience in the implementation process.

According to the draft Resolution, the groups of subjects eligible for gifts include: Vietnamese Heroic Mothers; wounded soldiers, sick soldiers; people who participated in the resistance war and were infected with chemical toxins; representatives of martyrs' relatives; people who worship martyrs in case they no longer have relatives.
The gift level is 500,000 VND/gift. Giving gifts ensures that each recipient only receives one gift, avoiding duplication.
For relatives of martyrs, each martyr only has one representative to receive gifts. In special cases such as no longer having relatives, the worshiper will be the recipient.
The expected funding source is from the budgets of communes, wards, and special zones in the annual budget estimate assigned.
The draft Resolution is built in the context of Khanh Hoa and Ninh Thuan provinces implementing administrative unit arrangement from July 1, 2025.
The issuance of the Resolution aims to unify policies and overcome the situation of applying different gift levels between localities in the past.
After the conference, the Standing Committee of the Vietnam Fatherland Front Committee of Khanh Hoa province will summarize and complete the social criticism document to send to relevant agencies according to regulations.
According to 2025 data, after arrangement, there are still two different gift spending mechanisms in the province. Specifically, in 24 communes and wards of Ninh Thuan province (before arrangement), gift spending was not implemented according to the Resolution but was decided annually by the Provincial People's Committee.
In 2025, there are 6,316 beneficiaries with 3 gift levels (300,000 VND, 400,000 VND and 500,000 VND), with a total budget of more than 2 billion VND.
Meanwhile, in 41 communes, wards, and special zones of Khanh Hoa province (before arrangement), the disbursement of gifts was implemented according to Resolution No. 14/2011/NQ-HDND with a level of 200,000 VND/person. The total number of beneficiaries is 11,012 people, and the disbursement cost is more than 2.2 billion VND.
