At the 14th National Congress of Women on June 18, Ms. Le Kim Anh - National Assembly Deputy, Vice Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City, Chairwoman of the Hanoi City Women's Union (LHPN) said that Hanoi is a locality with many special advantages in developing female human resources when concentrating most of the scientific research institutions, universities, leading hospitals and large enterprises of the country.

The capital's female human resources are constantly increasing in scale and quality and are present in most important areas of socio-economic life.
According to Ms. Le Kim Anh, in recent years, Hanoi has issued many guidelines and policies to improve the quality of human resources, promote gender equality, support women in vocational training, entrepreneurship, digital transformation and participation in management and leadership.
As a result, the rate of trained female workers is increasing, the rate of female business owners and cooperatives reaches nearly 28%, and female workers account for more than half of the new jobs created in the city.
In addition to a team of highly skilled workers in urban areas, the city also has millions of women in suburban areas, craft villages, cooperatives, industrial parks, export processing zones, and a large force of migrant women, participating in the informal sector, women in ethnic minority and mountainous areas.
The agricultural restructuring process has reduced the proportion of female workers in the agricultural sector, promoting women to actively study and apply science and technology, high technology, and digital technology in production management, traceability, and product consumption.
That diversity both creates a rich resource for the development of the Capital and sets the requirement to have comprehensive support policies, ensuring that all women have the opportunity to study, improve their capacity and develop equally.
However, in the face of the requirements of the digital economy and green transformation, the quality of women's human resources still has limitations. The gap in digital skills, foreign languages, management skills and adaptability to new technologies between women's groups is still quite large.

Female workers in the informal sector, rural women, and vulnerable women still face many difficulties in accessing training, employment and development opportunities.
From the reality of the Capital, the Hanoi Women's Union proposes many solutions to improve the quality of women's human resources in the coming period, including focusing on arousing the spirit of lifelong learning; improving digital capacity; developing high-quality women's human resources in key areas; supporting women's economic development, creating sustainable jobs; building a team of professional, modern and innovative Women's Union officials to gather specific women's groups.
In particular, the Hanoi Women's Union proposed that the Politburo and the Secretariat soon issue a Resolution on continuing to promote women's work in the new era, creating an important political basis to promote the role and potential of women in the cause of national development.
In addition, the Association proposed that the State continue to improve the legal system and policies on gender equality; have mechanisms to create conditions for female intellectuals, female experts, and female scientists to participate in social criticism, policy making and community development; and at the same time issue policies to support female workers in high-tech fields, career change for women in the informal sector and vulnerable women.

The Hanoi Women's Union also proposed to increase investment in social institutions such as nurseries, schools, and elderly care services to reduce the burden of unpaid care for women, thereby creating conditions for women to have more opportunities to study, work and contribute.
Investing in women is investing in national productivity, in the future of the nation," Ms. Le Kim Anh quoted the statement of General Secretary and President To Lam and affirmed that when given opportunities, creating conditions for development and arousing the desire to contribute, women will continue to strongly promote their intelligence, bravery, creativity, and contribute to the rapid and sustainable development of the country.
