Cai hamlet, Vu Binh commune is one of the typical models. Cai hamlet has 117 households, over 80% of whom are Muong people. The grassroots mediation team here was established a long time ago, currently led by Ms. Bui Thi Nghinh - Head of the Hamlet Front Working Committee - and 11 members who are heads of associations and unions. Thanks to the solidarity and understanding of the people, close to the people, the group has maintained disciplined and effective activities. Not only contributing to maintaining security and order, the group is also considered a support by the people when there are conflicts and collisions in the village.
A typical incident occurred in 2023. In a household, discord arose between father and son due to disagreement. The father was saddened and confided to Ms. Nghinh. Realizing that this was a sensitive story, she discussed it with the Head of the Elderly Association - also a prestigious person, a member of the mediation team to find a way to resolve the issue. When she learned that her son had just returned from a long business trip, Ms. Nghinh took the initiative to visit, talk, and listen to discuss ideas. After only a few meetings, the family's problems were resolved, and everyone was as warm as before.
According to Ms. Nghinh, to effectively mediate, preventing conflicts early is a key factor. During the activities of the Front Working Committee, she always incorporated the content of the mediation team, grasping early the manifestations and incidents that arose. At the same time, the team also regularly updates current and political situations to thoroughly grasp each team member. Each member of the group becomes a legal propagandist, helping people understand correctly, live correctly, and live beautifully.

Commenting on the role of grassroots mediation groups, Mr. Bui Van Dan, Chairman of Vu Binh Commune People's Committee - said: "Many cases related to marriage and land, if not handled properly, can last, causing disunity. But thanks to the mediation teams grasping the area and understanding the situation, it was resolved promptly and effectively.
In Lac Son district, mediation work at the grassroots level is increasingly receiving attention and improving quality. According to Ms. Bui Thi Ha, Head of the District Justice Department, the whole district currently has 252 mediation teams with 1,926 mediators. Of which, 1,494 are men and 432 are women. To improve the capacity of this team, the People's Committee of the district issued Plan No. 84/KH-UBND dated May 9, 2025 to implement the Project "Improving the capacity of the team of mediators at the grassroots level in the period of 2024-2030". Along with that, it is required that communes and towns review and improve the mediation team according to the instructions of the Ministry of Justice.
In parallel with the improvement work, the district also organizes conferences to disseminate and disseminate laws to more than 600 propagandists and mediators; actively posting training documents and mediation skills on online platforms for grassroots cadres to easily access and learn. In the first 6 months of 2025, the whole district has successfully resolved 7 cases. Those results, although silent, contribute significantly to maintaining stability from the grassroots - the place where the peace of the whole community begins.
