According to Ms. Truong Thi Bich Hanh, in the process of implementing tasks, the Vietnam Fatherland Front Committee of Ho Chi Minh City always implements the motto "people know, people discuss, people do, people check, people supervise, people benefit". In which, "beneficiary people" is considered a measure to evaluate the effectiveness of movements, campaigns and activities to care for social security.
Over the past time, the City Fatherland Front has proactively coordinated to review and propose many practical social security policies directly aimed at the people; strongly promoted the coordination mechanism with the City People's Committee and People's Council to comprehensively review and propose the promulgation of new socio-economic development policies... To date, 23 policies have been promulgated after arranging the organizational structure of the local government at 2 levels.
Many deeply humane policies have been implemented such as: 100% subsidy for orphaned children until the age of 18; free health check-ups for people; tuition fee support from preschool to higher education levels; 100% health insurance support for people aged 65-75 and health insurance support for students. The city is also aiming to expand health insurance support for people aged 60 and over; free bus tickets for people; supporting tuition fees for students who are ethnic minorities.
In addition, the Vietnam Fatherland Front Committee of Ho Chi Minh City also implemented many practical care models such as the Fund for the Poor, the Social Security Fund, the "For the Homeland's Sea and Islands - For the Frontline of the Fatherland" Fund, and emergency relief sources to promptly support people in difficult circumstances and vulnerable people.
Ho Chi Minh City also persistently believes that economic development must be linked to social justice, not only towards GRDP growth but also towards improving the quality of life of people. For many years, the city has continuously raised the poverty line to be suitable for special urban areas; focused on eliminating temporary and dilapidated houses; gradually embellishing the city and improving the living environment for people," said Ms. Truong Thi Bich Hanh.
According to Ms. Truong Thi Bich Hanh, the supervision activities of the Fatherland Front at all levels in the city have made a shift from widespread to in-depth, not avoiding difficult and sensitive issues. Through supervision, it sets out a consistent requirement that each issued policy must be for the development of the city and for the highest interests of the people, ensuring that the people's right to mastery is implemented substantively and in accordance with the people's hearts.
From practical operations, Ho Chi Minh City identifies three core factors to improve the effectiveness of the Front's work: Closely follow the policies of the Central Government, the City Party Committee and the major orientations of the country and the city; strengthen synchronous coordination between the Front and the People's Councils, People's Committees and socio-political organizations to unify goals and unify actions; promote the strength of the people with the spirit of being united, supporting and participating in the implementation of the city's tasks.
Ms. Truong Thi Bich Hanh said that a highlight of Ho Chi Minh City is proactively innovating the coordination mechanism in the political system right from the grassroots level. The city is implementing to have 100% of Standing Deputy Secretaries of the Party Committee at the commune level participate as members of the Fatherland Front at the same level to ensure that policies to care for the people are implemented more closely right from the grassroots level.
In the coming time, the Vietnam Fatherland Front Committee of Ho Chi Minh City will continue to accompany the city in key tasks such as digital transformation, building solidarity, affection, self-management, and safety residential areas; participating in solving people's livelihoods, environment, security and order issues and improving the quality of life of people. Continue to identify all activities to be oriented towards grassroots levels, taking people as the center and taking the satisfaction and enjoyment of the people as the highest goal. This is one of the important foundations for building a solid people's hearts posture," Ms. Truong Thi Bich Hanh affirmed.
