On April 29, the Standing Committee of the Vietnam Fatherland Front Committee of the city organized a social criticism conference on the draft Project and Resolution of the City People's Council on the establishment of the City Public Administrative Service Center according to a one-level model.
According to the Submission of the City People's Committee, the one-level Public Administration Service Center is organized according to the model "one digital system - multiple receiving points - one service", directly under the City People's Committee. The project aims to complete the legal basis for submitting to the City People's Council for consideration, serving the requirements of administrative reform and digital transformation.
When operating, the model continues to maintain dossier receiving points in 93 communes and wards; and at the same time deploys more online public service agents at bank transaction offices, post offices, combined with mobile public administrative services.
With this method, people and businesses can submit dossiers at any branch or public service point belonging to the Center regardless of administrative boundaries. The drafting agency assesses that this will contribute to reducing travel time, costs of compliance with administrative procedures and improving transparency. The project also establishes a "green channel" mechanism to prioritize quick processing of eligible dossiers for businesses.
Participating in the debate at the conference, delegates analyzed the limitations of the current two-level model, including: Not high proactiveness; inadequate coordination and inter-agency processes; low dossier digitization rate and information technology infrastructure at many commune-level facilities is not synchronized.
Regarding the implementation roadmap, opinions assessed that the deployment of the new model on a large scale in a short time will face many difficulties. Delegates suggested that functional agencies need to develop specific plans for each area, especially paying attention to localities with limited technical infrastructure, and at the same time assessing the readiness of people to ensure feasibility.
At the conference, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Le Tri Thanh acknowledged the contributed opinions and emphasized that the consistent goal of building the model is to serve people and businesses more effectively.
Mr. Le Tri Thanh requested the drafting agency to continue to supplement and clarify the practical basis of the project. In which, it is necessary to comprehensively assess the experience from localities that have implemented the one-level model such as Hanoi, Ho Chi Minh City, and Quang Ninh for appropriate application.
Regarding the organization plan, the Chairman of the Vietnam Fatherland Front Committee of the city noted that it is necessary to clearly define whether to choose pilot or simultaneous implementation. If piloting is implemented, it must ensure representation of socio-economic conditions. At the same time, the central requirement is to continue to invest in synchronous infrastructure and technology, ensure system-wide interconnection and promptly adjust inadequacies arising during operation.
