Contents related to the organizational structure and staffing of the Party Committee of the Fatherland Front (MTTQ), central mass organizations are mentioned in Decision No. 171-QD/TW of the Politburo on the functions, tasks, and organizational structure of the Party Committee of the MTTQ, central mass organizations.
Article 4 of Decision No. 171-QD/TW clearly states that the Executive Committee of the Party Committee, the Standing Committee of the Party Committee, the Secretary, and the Deputy Secretary of the Party Committee are appointed by the Politburo.
The number and structure of the Party Committee, Standing Committee, Secretary, and Deputy Secretary are considered and decided by the Politburo.
The Standing Committee orients the structure to include comrades: Politburo Member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front as Secretary of the Party Committee, 1 comrade Member of the Party Central Committee, Vice Chairman as Standing Deputy Secretary of the Party Committee, Vice Chairman - Secretary General, Vice Chairmen of the Central Committee of the Vietnam Fatherland Front, heads of socio-political organizations at the Central level, 2-3 full-time Deputy Secretaries of the Party Committee; heads of specialized advisory and assisting agencies proposed by the Party Committee of the Vietnam Fatherland Front and central mass organizations.
The Standing Committee of the Party Committee consists of: Secretary, Standing Deputy Secretary of the Party Committee, Deputy Secretary of the Party Committee in charge, members of the Standing Committee of the Party Committee who are Deputy Chairmen of the Central Committee of the Vietnam Fatherland Front in charge working at the Central Committee of the Vietnam Fatherland Front.
The Party Committee, the Standing Committee of the Party Committee, and the Standing Committee of the Party Committee are allowed to use the apparatus of directly affiliated Party committees, relevant agencies and units to perform tasks.
Also according to the provisions of Article 4 of this decision, the Inspection Committee of the Party Committee of the Fatherland Front, central mass organizations is appointed by the Politburo and the Secretariat; the number of members of the Inspection Committee is from 9 to 11, including a number of concurrent and full-time members, the Chairman of the Inspection Committee is a Deputy Secretary or a member of the Standing Committee of the Party Committee concurrently.
Regarding the organizational structure and staffing of specialized advisory and assisting agencies of the Party Committee, the regulation states:
The Party Committee is established with 4 specialized advisory and assisting agencies, including: the Organization Committee, the Inspection Committee, the Propaganda and Mass Mobilization Committee, and the Office. Heads and deputy heads of specialized advisory and assisting agencies of the Party Committee are specialized officials, each agency arranges no more than 4 Deputy Heads of specialized committees (by 2030, the number of deputy heads of specialized advisory and assisting agencies will not exceed 3).
The Standing Committee of the Party Committee shall consider and decide to arrange a specialized advisory and assisting agency for the Youth Union organization at the same level.
The total number of full-time officials of advisory and assisting agencies (including the Youth Union) is decided by the Standing Committee of the Party Committee in the total assigned payroll.
The Party Committee agency includes full-time Deputy Secretaries of the Party Committee, officials, civil servants, and employees in specialized agencies advising and assisting the Party Committee and the Youth Union agency.
A full-time Deputy Secretary of the Party Committee (who is a member of the Party Central Committee if any) is the head of the Party Committee agency, the account holder of the Party Committee; full-time Deputy Secretaries of the Party Committee are Deputy Heads of the Party Committee agency.
The Party Committee agency directly manages administratively, coordinates the activities of specialized agencies advising and assisting the Party Committee; implements the process of planning, appointing, introducing candidate cadres, training, fostering, evaluating, ranking, emulation, commendation, discipline, scientific research, internal management for cadres, civil servants, and employees specializing in Party work and Youth Union agencies according to assignment and decentralization; is allowed to use funds and seals of the Party Committee in activities.
The Party Committee of the Party Committee agency (including Party organizations and party members working in advisory and assisting agencies of the Party Committee and Youth Union agencies) directly under the Party Committee of the Fatherland Front, central mass organizations, arranges 1 full-time Deputy Secretary of the Party Committee (who is a member of the Party Central Committee if any) as Secretary; 1 full-time Deputy Secretary of the Party Committee of the Fatherland Front, central mass organizations as Deputy Secretary of the Party Committee of the agency; the number and structure of the Party Committee and the Standing Committee of the Party Committee of the agency shall be implemented according to the regulations and guidelines of the Central Government.
The Party Committee of the Vietnam Fatherland Front and central mass organizations with working headquarters located at the Office of the Central Committee of the Vietnam Fatherland Front, have their own seals and accounts, and are allocated funds, equipped with facilities and means of operation according to regulations.
