According to the Summary Report of opinions presented at the 11th Congress of the Vietnam Fatherland Front, term 2026 - 2031 by Mr. Nguyen Anh Tuan, with the spirit of "Solidarity - Democracy - Innovation - Creativity - Development", the Congress received 106 papers; including 40 papers from the Vietnam Fatherland Front Committees (VFF) of provinces and cities; 48 papers from member organizations of the VFF; 18 papers from typical individuals representing all classes of people and Vietnamese communities abroad.
The content of prepared papers is of high quality; many assessments and evaluations have been researched and summarized from practice, specific recommendations and proposals are convincing and suitable for the requirements of innovating the content and methods of Front work in the new period.
There were 81 opinions expressed at the Congress, including: 8 opinions expressed in direct presentations at the Hall; 51 opinions expressed in direct and 22 written comments at 5 Discussion Centers. At the discussion sessions, delegates attending the Congress promoted the spirit of democracy, high responsibility, frankness, objectivity, many heartfelt opinions, contributing to completing the draft documents of the Congress.
Most opinions expressed joy and excitement at the great achievements of the country's renovation, including the contribution of the great national unity bloc. The majority of opinions expressed recognition, appreciation and affirmed that in the past time, the Vietnam Fatherland Front has focused on implementing and completing the tasks set out by the Resolution of the Xth National Congress of the Vietnam Fatherland Front and unexpected tasks arising in practice. The Vietnam Fatherland Front and member organizations have deeply grasped the viewpoint "The people are the root"; increasingly doing better the role of representing and protecting the legitimate and lawful rights and interests of the people.
Many opinions suggested that the Vietnam Fatherland Front Committees at all levels should continue to promote strengths and advantages, overcome limitations and shortcomings; continue to strongly arouse the spirit of self-reliance, self-strengthening, belief, aspiration to contribute, and creativity of all classes of people, building the country to firmly move towards a new era. Some opinions suggested to continue to analyze and clarify the role and mission of the Front in the current context and propose some breakthrough solutions to improve the quality and effectiveness of the Front's work in the coming term.
The Presidium of the Congress reported on the results of summarizing opinions, receiving, explaining and clarifying more with the main contents, including: Issues that have been expressed in the draft Political Report, but it is proposed to continue to deepen and propose solutions for implementation in the coming time; Issues related to the rights and responsibilities of the Vietnam Fatherland Front, it is proposed to study and supplement implementation in the coming time; Contents of recommendations and proposals of delegates to the Party, State, Vietnam Fatherland Front and other contents.
In which, it is proposed to the Party and State to regularly organize meetings with intellectuals, scientists, and leading experts to listen to advice, present opinions, viewpoints and advise on important issues of the country. Pay attention to building and perfecting mechanisms and policies, creating favorable conditions for artists and writers to strongly promote their labor and creativity, and contribute more to industries and fields, meeting the requirements of national development in the new situation.
It is proposed that the National Assembly and the Government continue to pay attention to investing in essential infrastructure development, and at the same time have appropriate mechanisms and policies to create jobs and improve the lives and incomes of people in border areas, especially communes, villages, and hamlets along the border line. Continue to improve mechanisms and policies, especially supplementing regulations and sanctions for violations in the implementation of civilized lifestyles, support policies... Pay attention to building mechanisms and policies to support funding and operations for social organizations; improve support and remuneration policies for non-specialized officials in residential areas, especially those who directly operate self-management models...
Regarding the issues that have been expressed in the draft Political Report, but it is proposed to continue to deepen and propose implementation solutions in the coming time, the Presidium of the Congress would like to fully receive and propose that the Congress assign the Central Committee of the Vietnam Fatherland Front of the 11th term to supplement and complete the Document as a basis for implementation in the next term.
Regarding issues related to the rights and responsibilities of the Vietnam Fatherland Front, it is proposed to study and supplement implementation in the coming time, the Presidium of the Congress requests to fully absorb, and proposes that the Congress assign the 11th Central Committee of the Vietnam Fatherland Front to study, absorb, and specifically supplement in the Document for implementation in the next term.

For the contents under the authority of Party and State agencies, the Presidium proposed that the Congress assign the Central Committee of the Vietnam Fatherland Front XI term to summarize and send recommendations to Party and State agencies.
