Speaking at the XI National Congress of the Vietnam Fatherland Front, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc said that the XI National Congress of the Vietnam Fatherland Front, term 2026 - 2031 is an important political event, demonstrating the strength of the great national unity bloc in the new era.
The Congress takes place after the success of the 14th National Party Congress and the election of National Assembly deputies of the 16th term, People's Councils at all levels for the 2026 - 2031 term. The Congress contributes to creating new momentum and new atmosphere for the Vietnam Fatherland Front, socio-political organizations and member organizations of the Front, together with the entire Party, people, and army to successfully implement the tasks and solutions for socio-economic development set out in the Resolution of the 14th Party Congress.
The Standing Deputy Prime Minister said that in the past time, especially from the beginning of 2026 to now, in the context of the world situation having many new, extremely complex and unpredictable developments, directly affecting the implementation of socio-economic development tasks of our country.
However, under the leadership and direction of the Party, directly and regularly the Politburo, the Secretariat, headed by General Secretary and President To Lam; the companionship of the National Assembly, the Vietnam Fatherland Front; the drastic involvement of the entire political system, the people, the business community; the support and assistance of international friends, the Government has directed and operated drastically and flexibly, contributing to bringing our country's socio-economy to achieve many positive results.
The macroeconomy is basically stable, major balances of the economy are guaranteed. Inflation, budget deficit, public debt, and government debt are controlled. In 2025, the GDP growth rate reached 8.02%, belonging to the highest group in the region and the world. The scale of the economy reached 514 billion USD, ranking 32nd in the world. FDI capital realized reached a record 27.6 billion USD...
In the first quarter of 2026, GDP growth reached 7.83%, of which 4 localities grew by over 10%. State budget revenue increased by 15.2%. Active FDI attraction, realized FDI capital reached 7.4 billion USD, up 9.8%. Total import and export turnover reached nearly 344.2 billion USD, up 24.2%.
Growth drivers continue to improve positively. All three economic sectors have grown quite well. Infrastructure construction is being implemented synchronously, focusing on key projects such as highways, airports, digital infrastructure...
The work of building and perfecting institutions has many innovations. The Government directed to urgently study plans to adjust laws on personal income tax, value-added tax, corporate income tax, and special consumption tax to submit to the National Assembly for promulgation at the first session.
At the same time, study and soon issue documents detailing implementation, especially 8 resolutions on reducing administrative procedures, business conditions, and conditional business lines.
Promptly review outstanding and backlog projects, report to competent authorities, and immediately add them to the program of the first session for the National Assembly to issue a resolution, creating a specific legal basis for handling and resolving. Manage to ensure energy security, electricity, and gasoline and oil; regulate the market, stabilize the general level of deposit interest rates and lending interest rates.
Local governments at two levels are basically stable, operating smoothly, gradually promoting effectiveness and efficiency in the practice of decentralization and delegation of power associated with resource allocation.
National defense and security are ensured. Security and social order are maintained. Economic diplomacy and technology diplomacy are promoted. The work of Vietnamese people abroad and citizen protection is well implemented. Social security and sustainable poverty reduction policies are effectively implemented. The material and spiritual life of the people continues to be improved.

According to the Standing Deputy Prime Minister, in the overall success of the whole country, there is a positive and important contribution from the close, increasingly effective and substantive coordination between the Government and the Central Committee of the Vietnam Fatherland Front.
First, the two sides have actively and effectively coordinated in gathering, building, and promoting the strength of the great national unity bloc. The Government has accompanied and coordinated with the Vietnam Fatherland Front to fully and creatively implement the Party's viewpoints and policies on promoting the strength of the great national unity; mobilizing the unity of all strata, ethnicities, religions, and overseas Vietnamese.
The work of mobilizing and gathering union members, association members and intellectuals, artists, typical individuals, religious dignitaries, experts, scientists, and entrepreneurs in various fields to participate in the activities of the Vietnam Fatherland Front and member organizations has been expanded. The Government and the Vietnam Fatherland Front have had many activities to contact, meet, commend and honor typical people among ethnic minorities, dignitaries, and religious officials.
The two sides have coordinated and supported religious organizations to organize activities on the occasion of important holidays, leaving many deep imprints in religious compatriots such as the Vesak Great Celebration of the 2568th Buddha's Birthday in 2024, the United Nations Vesak Great Celebration in 2025, Christmas and New Year celebrations...
In particular, at the Great National Unity Festival held annually, leaders of the Party, State, Vietnam Fatherland Front and central ministries and branches visited, encouraged, and presented gifts, sharing the joy of the festival with people across the country.
The festival is an important bridge between Party committees and authorities and the people; it is an opportunity to promote the spirit of solidarity, compatriotism, sharing, and helping families in difficult circumstances; and at the same time contribute to arousing, promoting and preserving the cultural identity of the community, connecting village and neighborhood affection, thereby mobilizing and arousing great resources and motivation of the people in the cause of building and protecting the Fatherland.
Second, coordinate in implementing social security work, propaganda, mobilization, care for the people, and building the political system. The Government, the Vietnam Fatherland Front, and member organizations have proactively coordinated and effectively implemented social security and welfare policies, improving the quality of life and the happiness index of the people.
The Vietnam Fatherland Front and member organizations have organized visits and financial support to help poor households, people in difficult circumstances, care for policy families, and people with meritorious services to the country during holidays and Tet. The Government has provided tuition support for students from preschool to general education, provided lunch support for children in difficult areas, and built inter-level general schools in 248 border communes.
Coordinate propaganda and mobilize people to actively participate in patriotic emulation movements, programs, socio-economic development projects, national goals; mobilize millions of households to voluntarily donate 98.2 million m2 of land, contribute tens of thousands of billions of VND and working days to build new rural areas.
The Government and the Vietnam Fatherland Front have coordinated to implement the program to eliminate temporary and dilapidated houses nationwide in 2025 with the theme "Roofs for my compatriots", completing ahead of schedule 5 years and 4 months of the target of the Resolution of the 13th Central Committee on eliminating temporary and dilapidated houses.
The two sides also closely coordinated in the work of building and guiding the implementation of the Election Law; the process of organizing and implementing elections ensured publicity, democracy, in accordance with principles and laws, contributing to the success of the election of National Assembly deputies of the 16th term and People's Councils at all levels for the 2026 - 2031 term with the highest voter turnout ever.
Third, effectively coordinate in social criticism, inspection, examination, corruption prevention and control, wastefulness, negativity and policy and law development. The Government has coordinated with the Vietnam Fatherland Front to develop a project to innovate and improve the quality and effectiveness of social supervision and criticism of the Vietnam Fatherland Front and member organizations in the period 2024 - 2029, in accordance with the requirements of arranging the organizational structure and building a two-level local government.
Fourth, effective coordination in people-to-people diplomacy. The Government and the Vietnam Fatherland Front have had many coordinated activities to support the expansion and strengthening of friendly relations and international cooperation; coordinated to organize propaganda and introduction about the achievements of renovation, the foreign policy of our Party and State; about Vietnamese culture, history and people.
Organizing meetings and expressing gratitude to many international organizations and individuals to celebrate the 80th National Day of the Socialist Republic of Vietnam. The Government always consults the Presidium's opinions in mobilizing, gathering and promoting the strength of the Vietnamese community abroad towards building and protecting the Fatherland; supporting the overseas Vietnamese community to preserve national cultural identity, actively contributing to the development of the country; supporting the Fatherland Front in implementing people-to-people diplomacy, expanding relations with partners, and maintaining the effectiveness of signed contents with traditional friends.
Fifth, the work of coordinating information exchange, attending meetings, and joint working sessions is maintained, innovated and promoted. The Government and the Vietnam Fatherland Front regularly exchange information on related issues to ensure the effectiveness of coordination work.
Periodically, the Government notifies the Central Committee of the Vietnam Fatherland Front on the socio-economic development, defense, and security situation of the country; the results of implementing national target programs and emulation movements launched by the Prime Minister.
At the same time, the Vietnam Fatherland Front also informed the Government about the people's situation and activities of the Presidium; consulted the Government and member agencies of the Government on the content of the summary report of opinions and recommendations of voters and people before submitting it to the National Assembly at sessions.
The Government agreed and highly appreciated the new and breakthrough points set out by the 11th Vietnam Fatherland Front Congress. In the coming time, the two sides will continue to closely follow the direction of the Central Party Committee, the Politburo, the Secretariat and practical requirements to strengthen coordination between the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front.
The focus is on strengthening coordination in propaganda, mobilization, gathering, encouraging, and motivating cadres, party members, intellectuals, all classes of people, and overseas Vietnamese to participate in contributing labor, contributing ideas, joining hands, and uniting hearts to implement the Resolution of the 14th Party Congress, the socio-economic development strategy, national defense, security and building the great national unity bloc; focusing maximally on the goal of double-digit growth, effectively operating the local government apparatus at two levels, building a harmonious, civilized, progressive society with prosperous and happy people.
Strengthen coordination in implementing patriotic emulation movements, campaigns to practically care for people's lives, implement social security work, especially in remote and isolated areas, areas with many difficulties, border areas, islands and localities with a large number of ethnic minorities; strive to successfully implement 12 targets directly related to grassroots levels and people set out by the Congress.
Coordinate to promote the role of the Vietnam Fatherland Front at all levels and member organizations right from the impact assessment stage, policy development and planning; improve the quality of draft laws; promote democracy, supervision and social criticism, prevent and combat corruption, wastefulness, and negativity; resolve complaints and denunciations of citizens; effectively implement the program "People know, people discuss, people do, people check, people supervise, people benefit".
The Government coordinates and supports the implementation of people-to-people diplomacy activities and people-to-people exchanges between the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned tasks by the Party and State with international friends and traditional partners to maximize resources and favorable conditions for national development.
The Government continues to coordinate and support the Vietnam Fatherland Front to participate in the development of science and technology, innovation, building a digital society and promoting digital transformation in the Vietnam Fatherland Front system.
The Government is committed to strongly innovating the content and methods of coordination with the Vietnam Fatherland Front in a substantive direction, measuring results, taking the people as the center, as the subject, as the goal, as the driving force of action such as: organizing the "Listen to the People" month; deploying the "Digital Front" platform to receive 24/7 petitions from the people; deploying actions and emulation movements based on data, data and people's satisfaction.
Continue to effectively implement the coordination mechanism through the development and implementation of projects to well perform the functions and tasks of the Vietnam Fatherland Front. The Government also proposed that the two sides coordinate to adjust and supplement the joint resolution, including building new contents and coordination mechanisms suitable to the requirements of the organizational structure after arrangement as well as meeting practical requirements.
In the era of national rise, the coordination between the Government and the Vietnam Fatherland Front is the key to transforming the spiritual strength of more than 100 million compatriots into material resources, realizing the country's socio-economic development goals," Deputy Prime Minister Pham Gia Tuc affirmed.
