Attending and directing the Congress were Ms. Bui Thi Thom - Vice President of the Central Executive Committee of the Vietnam Farmers' Union; Mr. Trinh Tuan Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Thanh Hoa province; along with representatives of the Provincial People's Committee, departments, branches and 305 delegates, representing more than 450,000 farmers' associations in the province.
According to the political report presented at the Congress, in the past term, the work of building the Association organization has been implemented synchronously in the direction of innovation and improving the quality of activities. The Association at all levels focuses on innovating the content and methods of operation; linking admission work with management and improving the quality of members, thereby building a streamlined apparatus, operating effectively and efficiently; the team of staff basically meets the requirements and tasks in the new situation.
Propaganda work has many innovations, creativity, and suitability with reality. The Association at all levels has effectively applied information technology; propaganda content closely follows the political tasks of the locality, the province, the Central Government and the Association. The installation and activation of the Vietnam Farmers App application reached 82% of the total number of members, among the leading units in the country.
The movement of farmers competing for good production and business, united to help each other get rich and reduce poverty sustainably continues to spread widely. Every year, more than 200,000 farming households register for the title, of which more than 100,000 households achieve the title of "Good farmer in production and business" at all levels. The whole province has established 117 Farmers' Production and Business Clubs with more than 2,000 members participating.
The Association has guided and supported farmers in accessing capital and applying digital technology; building and replicating 702 effective economic development models; deploying 194 high-tech production models according to the value chain and VietGAP direction. The Association has established 55 cooperatives, 571 cooperative groups and 304 enterprises; entrusted and entrusted more than 165,000 farmers to borrow capital with a total amount of over VND17,000 billion.
Speaking at the Congress, Ms. Bui Thi Thom - Vice President of the Central Committee of the Vietnam Farmers' Union acknowledged and praised the results achieved by the Thanh Hoa Farmers' Union in the past term; at the same time, she suggested that the Executive Committee of the new Provincial Farmers' Union study and propose solutions to overcome the shortcomings and limitations pointed out in the political report.
Ms. Bui Thi Thom emphasized that the Farmers' Association of Thanh Hoa province needs to continue to widely implement important resolutions of the Politburo, in conjunction with the effective implementation of Resolution No. 46-NQ/TW dated December 20, 2023 on innovation and improvement of the quality of activities of the Vietnam Farmers' Association in the new period; thereby building a model of Thanh Hoa farmers in the new period of professionalism, dynamism, creativity, meeting the development requirements of modern agriculture.
The Congress agreed to strongly innovate the content and methods of operation of Farmers' Associations at all levels in the direction of being close to the grassroots and being close to farmers; using branches and groups as a foundation; using members of good farmers in production and business as a core force; using the legitimate interests of farmers as a driving force for promotion.
At the Congress, the Central Standing Committee of the Vietnam Farmers' Union announced the Decision to appoint the Executive Committee of the 12th Thanh Hoa Farmers' Union, consisting of 74 comrades; the Standing Committee, consisting of 10 comrades; and appointed 20 official delegates and 3 alternate delegates to attend the 9th National Congress of the Vietnam Farmers' Union.
Mr. Nguyen Quoc Tien was appointed to hold the position of Chairman of the Farmers' Association of Thanh Hoa province, term XII, 20252030.
