Creating a forum for people to exercise their mastery
According to Prof. Dr. Tran Ngoc Duong - Chairman of the Advisory Council for Democracy and Law of the Central Committee of the Vietnam Fatherland Front, to fulfill its core political role in enhancing social consensus, the Vietnam Fatherland Front has gathered and united all classes of people regardless of class, religion, ethnicity... in the common house of the Great Unity of Vietnamese Ethnic Groups, the Vietnam Fatherland Front; implemented the motto of dialogue, reconciliation, solidarity, and mutual assistance at the grassroots level, in the community. Along with that, organize patriotic emulation movements to create social consensus in production, social consumption...
With a core role in implementing democracy and enhancing social consensus, the Vietnam Fatherland Front has increasingly become a common house of great national unity and promoting democracy - the goal and driving force for development of our country, Prof. Dr. Tran Ngoc Duong emphasized.
Dr. Ngo Sach Thuc, former Vice Chairman of the Central Committee of the Vietnam Fatherland Front, said that the Vietnam Fatherland Front at all levels has coordinated in law-making work, especially legal documents on the organization of the State apparatus, on human rights, basic rights and obligations of citizens. Many opinions of the Front and its member organizations are an important basis for competent State agencies to review and approve legal documents.
The Vietnam Fatherland Front and its member organizations have actively, proactively and effectively participated in the implementation of Resolution 48-NQ/TW of the Politburo on the Strategy for building and perfecting the legal system until 2010, with a vision to 2020. Conclusion No. 19-KL/TW of the Politburo and the Vietnam Fatherland Front all have proposals for law-making orientations, and annually have plans to participate in law-making.
The Vietnam Fatherland Front has coordinated with relevant agencies to contribute to building the 2013 Constitution, submitting to the National Assembly for approval the Law on the Vietnam Fatherland Front (amended) 2015; coordinating with the Government and the National Assembly Standing Committee to develop and promulgate Joint Resolution No. 403/2017/NQLT- UBTVQH14-CP-DCTUBTWMTTQVN detailing the form of supervision and social criticism of the Vietnam Fatherland Front. Preside over the proposal to amend a number of laws and participate in the development of many laws in the form of comments and social criticism. The Vietnam Fatherland Front of localities has proactively coordinated with People's Councils and People's Committees at the same level to make recommendations, discuss and contribute opinions and policies and plans of the State; policies and plans of local governments in accordance with the legitimate aspirations and interests of the people.
Mr. Ngo Sach Thuc also said that member organizations of the Vietnam Fatherland Front have also proactively and effectively coordinated with central agencies and organizations in law-making work. The Front's responsibility in holding meetings with voters is to create a forum for the people to exercise their right to mastery and supervise the activities of elected representatives. Through gathering and synthesizing opinions and recommendations in many specific areas, the Front has discovered many pressing issues in society, many shortcomings in policy implementation and made specific and reasonable recommendations, helping State agencies promptly remove obstacles, promptly adjust and supplement relevant policies and legal regulations.
Mr. Ngo Sach Thuc suggested that the Party and the State should continue to issue specific mechanisms and policies so that the Front has full legal conditions and resources for operation, especially to perform the function of supervision, social criticism and democracy, and enhancing social consensus.
Timely resolve people's legitimate reflections and recommendations
Dr. Ta Van Sy - former Director of the Center for Cadre Training and Scientific Research of the Front said that for the Vietnam Fatherland Front, it is necessary to play a core role in implementing democracy and enhancing social consensus. To do so, the Front needs to promote innovation in methods of operation, promote creativity and political courage in the new period; promote the application of digital technology in the Front's activities; build a synchronous data infrastructure connecting from the central to the grassroots.
In addition, Dr. Ta Van Sy said that there should be a mechanism for training and fostering Front cadres on par with their tasks in the new period; developing sets of indicators to evaluate the effectiveness of democratic implementation and the level of social consensus to have a scientific and objective basis in the process of organizing and implementing.
Ms. Ha Thi Nga - Member of the Party Central Committee, Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front, said that with the policies, guidelines and legal regulations that consistently demonstrate the Party and State's viewpoints on the role of the Vietnam Fatherland Front, it can be seen that one of the top requirements and tasks set out in the current period is that the Vietnam Fatherland Front must affirm its core role in the country's political and social life, especially in implementing democracy, enhancing social consensus as stated in the Party Congress Documents and the Constitution, the Law on the Vietnam Fatherland Front; at the same time, all activities of the Front must make increasingly practical contributions to social life, meeting the aspirations and expectations of the people and being recognized by the people.
According to Ms. Ha Thi Nga, the practical activities of the Vietnam Fatherland Front in recent times show that the Vietnam Fatherland Front at all levels has always strived to promote its role and responsibility in the political system and social life. The role and position of the Vietnam Fatherland Front has been increasingly enhanced with positive contributions to the cause of national construction and development.
In implementing democracy, the Vietnam Fatherland Front at all levels has demonstrated its core role in promoting the people's mastery in many fields, actively implementing democracy at the grassroots level, focusing on improving the quality of activities of the People's Inspectorate and the Community Investment Supervisory Board. The task of grasping, gathering, and reflecting the opinions and recommendations of the People to State agencies is carried out by the Vietnam Fatherland Front at all levels.
The results of handling opinions, recommendations and aspirations of the people are gathered, reported and responded to the People through the information channels of the Vietnam Fatherland Front Committee, socio-political organizations and member organizations. The task of monitoring, social criticism, and participating in Party building and State building of the Vietnam Fatherland Front at all levels has been implemented more and more substantially, proactively coordinating and maintaining the implementation of the regulation that heads of Party committees and authorities should directly dialogue with the people to promptly resolve recommendations and reflections of the people...
Ms. Ha Thi Nga believes that in the coming time, the Vietnam Fatherland Front needs to proactively perfect the coordination regulations with the State, at the central level the Government and the National Assembly; at the local level the People's Committees and People's Councils at all levels; continue to enhance the role of the heads of the Party committees and management leaders, Party members in implementing democracy; seriously implement the Party and State's regulations on heads of Party committees, authorities, and localities directly dialogue with the people. Along with that, continue to organize periodic meetings to promptly resolve the legitimate reflections and recommendations of the people; promote the role of the Vietnam Fatherland Front, socio-political organizations, member organizations in implementing grassroots democracy laws, in representing and protecting the legitimate rights and interests of the people; recommend the Vietnam Fatherland Front and socio-political organizations to continue to expand and improve the quality of social supervision and criticism work.
