Vietnam Fatherland Front: Bridge between "Party's will" and "people's hearts
Speaking at the 11th National Congress of the Vietnam Fatherland Front, Member of the Party Central Committee, Vice Chairman of the National Assembly Nguyen Thi Thanh said that the 11th National Congress of the Vietnam Fatherland Front was held immediately after the very successful success of the 14th Party Congress, the election of National Assembly deputies of the 16th term, People's Councils at all levels for the 2026 - 2031 term and the first session of the 16th National Assembly, which is of great significance; marking a strategic shift.
The Congress decided on directions, goals, and action programs to gather and promote the strength of great national unity, implement the Party's leadership line, connect the Party's will with the people's hearts; encourage all classes of people to unite in action, join hands to realize the aspiration to develop a democratic, strong, and civilized country, and for the people to have a prosperous and happy life.
According to Vice Chairwoman of the National Assembly Nguyen Thi Thanh, in the period 2024 - 2026, overcoming many difficulties and challenges, with the spirit of innovation and creativity, constantly improving the quality and efficiency of operations, the Vietnam Fatherland Front has comprehensively implemented Action Programs, achieved important results, and completed the goals and tasks set out by the 10th Congress.
The Vietnam Fatherland Front and the entire political system have drastically implemented the revolution in arranging the organizational structure, operating the two-level local government model; accompanying the National Assembly in fundamentally innovating law-making work, supervision work, creating development institutions, removing bottlenecks, liberating production capacity, and unlocking all development resources.
In the term of the 15th National Assembly and the first session of the 16th National Assembly, the Vietnam Fatherland Front has deeply shown its position and role as an important institution, representing, gathering and reflecting the will, aspirations, and right to mastery of the People in the process of amending the 2013 Constitution; participating in building 159 laws, along with many resolutions on specific, breakthrough, and outstanding mechanisms and policies to urgently bring strategic resolutions and pillars of the Party into life, promptly responding to the requirements of reality.
According to Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the prominent role of the VFF in the past term has been deeply demonstrated in the following 2 areas: First, the work of building laws and perfecting institutions has been focused on, strengthened and achieved many remarkable results.
The Fatherland Front has ignited and promoted the intelligence and responsibility of all classes of people in the process of amending the 2013 Constitution; the Vietnam Fatherland Front system and member organizations have organized nearly 62,000 conferences and summarized over 51 million opinions from the people, experts, scientists and intellectuals, contributing to the National Assembly considering and passing the Resolution amending and supplementing a number of articles of the Constitution with very high consensus and unity, deeply showing the unity between "the Party's will" and "the people's hearts".
The Fatherland Front has been very proactive and highly responsible in reviewing and proposing to improve the law on the organization and operation of the Vietnam Fatherland Front and member organizations to implement the policy of arranging and streamlining the organizational structure of the political system.
Preside over the development and submission to the National Assembly for promulgation of the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at the Grassroots level; jointly with the National Assembly Standing Committee and the Government to promulgate Resolutions detailing voter contacts of National Assembly deputies and People's Council deputies at all levels; organize consultations in elections; promulgate documents under its authority to serve the election of National Assembly deputies and People's Council deputies at all levels, meeting the requirements and tasks in the new situation.
Catching up with the requirements of innovating thinking and legislative processes, the social criticism work of the Vietnam Fatherland Front is increasingly going deeper, becoming an effective "filter" contributing to improving policy quality, ensuring human rights, legitimate rights and interests of the People, close to reality, and feasible; highly appreciated by agencies, and receiving many valid opinions.
The Fatherland Front is increasingly focusing on innovating methods and content of propaganda and mobilization of all classes of people to comply with the Party's guidelines and policies, and the State's policies and laws, making an important contribution to the people's support and consensus for the Party's major policies in the new era.
Second, the coordination between the National Assembly Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front is increasingly close, comprehensive, substantive, and effective, contributing to promoting democracy, consolidating the great national unity bloc and improving the quality and efficiency of operations of each agency.
Notably: In the preparation for the election of National Assembly Deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, close, unified, thorough, scientific coordination with a very high sense of responsibility has contributed to the extremely successful election with the highest voter turnout ever (99.70%), electing enough 500 National Assembly deputies, 2,552 provincial-level People's Council deputies and electing 72,438 commune-level People's Council deputies.
The work of grasping the people's situation, organizing voter contacts, summarizing opinions and recommendations of the people has been innovated, diversified, and promptly reflected, helping the National Assembly Standing Committee, National Assembly agencies, and National Assembly deputies to have much valuable, practical, and multi-dimensional information about the reality of life, thoughts, and aspirations of voters, contributing to improving the quality of National Assembly decisions.
The report of the Presidium of the Central Committee of the Vietnam Fatherland Front is increasingly clear, concise, and sharp, which is an important basis for the Committee for Petitions and Supervision of the National Assembly to effectively supervise the settlement of voters' opinions and recommendations.
At the same time, the close coordination and active participation of the Vietnam Fatherland Front in the National Assembly's supervisory activities, providing information and recommendations from practice, contributing to improving the quality and effectiveness of supervision focused on pressing issues of life, promoting the implementation of the Constitution and laws, and strengthening the socialist legal system.
In addition, the coordination in gathering, building and promoting the strength of the great national unity is increasingly synchronous and effective; members of the National Assembly Standing Committee actively participate in movements, campaigns, and the Great National Unity Festival.
Vice Chairman of the National Assembly Nguyen Thi Thanh said that our country is entering a new era, an era of accelerating industrialization, modernization, innovation, digital transformation and deep international integration.
The Resolution of the 14th Party Congress has set the task of "comprehensively and synchronously perfecting the rapid and sustainable development of the country's institutions" as one of the three strategic breakthroughs, "breakthrough of breakthrough", "going ahead to pave the way".
The 16th National Assembly will continue to promote the spirit of "Constructive Legislation, Substantive Supervision, Breakthrough Policy Decision", so that the law is not only a tool for state management, but also must become a driving force for development, liberating production capacity, unlocking all resources in society and creating an environment and legal framework for innovation.
National Assembly and Fatherland Front bring laws from "good on paper" to "good in life
To successfully complete the tasks assigned by the Party and the People, and at the same time, further improve the effectiveness of coordination between the National Assembly Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front, the Vice Chairman of the National Assembly proposed to continue to strongly promote the role and responsibility of the Vietnam Fatherland Front and member organizations in building and perfecting institutions, especially social criticism activities for policies related to the legitimate and lawful rights and interests of the People, union members, association members and the business community.
The Fatherland Front must truly become the "heart of the people", a channel of important contribution to building a democratic, fair, synchronous, unified, public, transparent, and feasible legal system, creating strong motivation for development, promoting "double-digit" economic growth, improving people's lives, and ensuring national defense, security, and foreign affairs of the country.
Closely follow the legislative orientation of the 16th National Assembly term to coordinate the effective, quality, and timely implementation of legislative tasks, especially tasks of fundamental and strategic significance for national development.
Proactively deploy tasks assigned by competent authorities after having the Official Plan on summarizing and comprehensively amending the 2013 Constitution; organize research, summarize practice, gather the intelligence of all classes of people, experts, and scientists to propose methodical, scientific, and comprehensive amended contents.
The Standing Committee of the Central Committee of the Vietnam Fatherland Front directs the good implementation of participating in the general review of the system of legal normative documents, consulting people's opinions to complete the review results and propose solutions to improve the legal system.
Proactively research and propose to improve the role and responsibility of the Fatherland Front in the law-making process associated with amending and supplementing the Law on Promulgation of Legal Documents expected to be submitted to the National Assembly in 2026. Develop specific plans and implement to ensure progress and quality for draft laws chaired by the Fatherland Front (such as: Law on the Vietnam Fatherland Front, Law on Commercial Arbitration...); at the same time, regularly review and propose additional legislative tasks if necessary to meet the requirements of practice.
Thoroughly grasp Resolution No. 66-NQ/TW of the Politburo and the direction of Comrade General Secretary, President To Lam: "It is necessary to strongly shift from the mindset of "making enough laws" to the mindset of "making laws for development"; from "good law on paper" to "good law in life".
The effectiveness of implementation and the satisfaction of people and businesses must be the highest measure of legislative quality; the Fatherland Front needs to pay attention to innovating the content and methods of mobilizing the People in a practical, flexible, and close-to-people direction; effectively combining traditional methods with the application of digital transformation to bring the Party's guidelines, policies, and laws of the State into life, becoming the self-awareness and voluntary actions of each person and business.
Continue to study and improve the coordination regulations between the National Assembly Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front; improve the effectiveness of coordination between the two agencies in all activities; coordinate the implementation of the Annual Supervision Program. Improve the effectiveness of monitoring, urging, and proposing to competent agencies to implement recommendations after supervision and social criticism. Promote digital transformation, improve the quality of voter contact conferences and summarize opinions and recommendations of voters; closely coordinate in developing a report summarizing opinions and recommendations of voters and people nationwide.
From the achieved results, promoting the glorious tradition of the past 96 years, with the spirit of "Solidarity - Democracy - Innovation - Creativity - Development", I believe that the 11th National Congress of the Vietnam Fatherland Front, term 2026 - 2031 will be a resounding success.
The National Assembly will continue to accompany, closely coordinate, sincerely listen and create favorable conditions for the Vietnam Fatherland Front and member organizations to well perform their roles and missions; constantly strengthen coordination with the Presidium of the Central Committee of the Vietnam Fatherland Front to contribute to promoting democracy, consolidating the great national unity bloc, arousing aspirations for development, and building a strong socialist rule-of-law State of Vietnam," National Assembly Vice Chairwoman Nguyen Thi Thanh affirmed.
