Mr. Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front (FFF), Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front said at the conference to review the work in the first 6 months of the year, focusing on the work in the last 6 months of the year of the Party Committee of the Vietnam Fatherland Front and Central organizations held on July 23.
Mr. Do Van Chien acknowledged the opinions reflecting difficulties in organizing the activities of mass associations, saying that the Standing Committee of the Party Committee determined that there are still some points in this issue that need to continue to be guided and directed.
Mr. Do Van Chien emphasized that saying that socio-political organizations and mass organizations "belonging to" the Vietnam Fatherland Front means being dependent on the orientation of activities; on the organization of the apparatus and staffing; and finance.
Regarding the organization and operation of local mass associations, Mr. Do Van Chien stated that mass associations operate according to the principles, purposes and charter of the Association. The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level orients activities, guides, monitors and directs, and at the same time, mass organizations are responsible for implementing the direction of the Party Committee, state management of relevant departments, branches and sectors. The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level establishes a professional department or department; at the commune level, it assigns cadres.
Regarding the tasks in the coming time, Mr. Do Van Chien said that the first is to develop a project to merge and streamline mass organizations assigned by the Party and the State.
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said, regarding the viewpoint of the Standing Committee of the Vietnam Fatherland Front Party Committee and Central organizations: In principle, mass organizations operate according to the principle of voluntariness, self-management, and self-guaranteeing. "It is true to say that there is State support for the tasks assigned by the State, according to the correct principle of assigning work to support that work, not to assign it stably as it is now" - Mr. Do Van Chien said. However, according to Mr. Chien, the initial steps will still be kept the same, making an estimate and submitting a request.
"We will develop a project to organize and rearrange mass associations. This project will be submitted to the Politburo. And when the Politburo decides, there is only one choice, the central one is the same, the same for the province and the commune: If you join that organization, the State will support you, but if you do not join that organization, you will still operate normally according to the law but without the support of the State," Mr. Chien informed.
Along with that, according to Mr. Do Van Chien, it is necessary to reorganize the internal units of mass organizations. The member associations still have legal status and are still operating separately, but not 30 units as at present, because 30 units cannot solve anything when merging with organizations.
Mr. Chien said that the arrangement here must be understood as finding more reasonableness to better mobilize society, not screening and eliminating.
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien also said that the current associations are not strict. Of the 30 mass organizations nationwide, only 6 have "assigned" to the commune level. The remaining 24 associations are only in the Central region, not in the province; some places are in the Central region, in the province but not in the commune. Therefore, it will be necessary to arrange so as not to say that it is only about the Central Government without mobilization among the people, at the grassroots level.
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien suggested that after the conference, the affiliated Party Committees must grasp the situation and reflect and report specifically, which provinces have done, which provinces have not done, and the difficulties and problems so that the Party Committee can have a direction to remove and resolve them.
Mr. Do Van Chien hopes that the Party Committee of the Vietnam Fatherland Front, Central organizations and affiliated Party Committees will continue to fulfill their core political duties, mobilizing all classes of people, members, and union members to join hands and hearts to help the country enter a new era - the era of national growth.
