Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Committee Le Minh Hung and Deputy Head of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW (Steering Committee) signed and issued Plan No. 56-KH/BCD of the Steering Committee on continuing to improve the organization of the political system and prepare for Party Congresses at all levels ( Plan No. 56).
Plan No. 56 clearly states that, implementing Resolution No. 60-NQ/TW, dated April 12, 2025 of the 13th Party Central Committee on continuing to reorganize the apparatus of the political system and the conclusions of the Politburo and the Secretariat; the Central Steering Committee on summarizing Resolution 18 issued a Plan to continue perfecting the apparatus of the political system and preparing for Party Congresses at all levels.
The Appendix clearly states the tasks and expected completion time of agencies and units at the Central level and the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Committee.
In particular, the Government Party Committee is assigned to lead, direct inspection and guidance on the arrangement and streamlining of the Government Inspectorate and the inspection system at the central and provincial levels; establish provincial-level specialized agencies, agencies organized vertically (such as: Tax, customs, state treasury, social insurance, national reserves, statistics, state banks, civil enforcement) to ensure proper implementation of the Central's policies and regulations of the Government; the establishment of specialized departments. This task is expected to be completed before August 15, 2025.
The National Assembly Party Committee shall preside over and coordinate with relevant agencies to issue documents directing, regulating and guiding the organization of the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term. This task is expected to be completed before September 30, 2025.
The National Assembly Party Committee continues to lead and direct the review and timely adjustment of the 2025 law-making program (if any) related to perfecting the organizational apparatus of State agencies and local governments; on promoting decentralization, delegation of authority, clearly defining authority, handling overlaps in legal regulations to ensure consistency and unity between documents, between the Central and local levels after the arrangement of administrative units at all levels, implementing the model of two-level administrative units. This task is expected to be completed before September 30, 2025;
The National Assembly Party Committee coordinates with the Government Party Committee to lead and direct the preliminary review and summarization of the implementation of specific development mechanisms and policies for a number of localities, and consider issuing regulations to implement them uniformly nationwide. This task is expected to be completed before September 30, 2025;
According to Plan No. 56, the Party Committee of the Fatherland Front and Central organizations are assigned the task of leading and directing the continued arrangement and reorganization of mass associations assigned by the Party and State to operate under the Central Committee of the Vietnam Fatherland Front in the direction of reducing the number of associations, streamlining the internal organizational apparatus, and operating practically and effectively (expected to be completed before September 30, 2025).
Along with that, lead and direct the arrangement of press agencies under the Central Committee of the Vietnam Fatherland Front, ensure unified management, improve operational efficiency in the direction of maximum streamlining, reduce the number of agencies, newspapers, magazines, only maintain units that are really necessary (expected to be completed before September 30, 2025)...
Plan No. 56 replaces Plan No. 47-KH/BCD, dated April 14, 2025 of the Central Steering Committee on summarizing Resolution 18.
