Previously, on September 20, Hai An Commune Police, Ninh Binh province received a report from people about a blue taxi traveling on provincial road 488C, passing through Ninh My village, Hai An commune, suddenly stopping in the middle of the road.
According to information from people, there was a driver in the car. At the time of discovery, this person was unconscious, had no reaction, and showed signs of abnormal vomiting. The car door was locked, and people at the scene could not open the door themselves to take the driver out.
Immediately after receiving the report, Hai An Commune Police and forces participating in protecting security and order at the grassroots level quickly arrived at the scene, together with people to take the driver out and organize to take the driver to the medical facility for emergency treatment.
During the verification process, functional forces identified the driver as Mr. Pham Van K (born in 1984, residing in Thanh Tra village, Hai Quang commune). Mr. K was promptly rescued and has passed the critical condition.
