On the morning of July 29, the National Conference to study, study, thoroughly grasp and implement the Resolution of the 3rd Conference of the 14th Party Central Committee took place in direct and online form.
At the conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc presented a thematic report "On amending and supplementing Regulation No. 20-QD/TW, dated April 8, 2026 of the Central Executive Committee on the implementation of the Party Charter".
The Head of the Central Organization Committee emphasized that the amendment and supplementation of Regulation 20 is extremely necessary to continue to improve and concretize the Central Government's policy on the Party organization model in the new period; creating a political and legal basis in unifying the name, adjusting, and clearly defining the functions, tasks, authority, working relationships and political responsibilities of each Party committee and Party organization.
The new regulation was issued on the basis of amending, supplementing, and adjusting 34 articles and clauses in the old regulation and is reflected in 15 articles and clauses in the new regulation.
One of the key new points of this amendment and supplement is that the Central Executive Committee unifies the Party organization system including 3 levels (central level, provincial level and grassroots level), ensuring correspondence with the state's administrative organization system according to the Party Charter.
For Party organizations with their own characteristics and specific characteristics, the internal organizational structure is adjusted according to the regulations of the Politburo and the Secretariat.
This regulation unifies the policy of piloting some of the following contents:
First, pilot the identification of names for types of grassroots Party organizations according to the new model, according to which: Unify the use of the name "grassroots Party Committee" instead of "top-level Party Committee directly under the grassroots Party organization"; "grassroots directly under the grassroots Party Committee" instead of "grassroots Party Committee" and types of "grassroots Party Committees assigned powers, piloted power allocation, authorization"; unify not distinguishing between "grassroots Party Committee", "directly under the Party Committee" and taking the common name "Party Committee"; and at the same time review and adjust the names of corresponding Party committees throughout the Regulations.
Second, piloting grassroots Party organizations is defined to include grassroots-affiliated Party committees and Party cells.
Third, pilot the establishment of the Party Committee of the People's Council of provinces and cities and the Party Committee of the Fatherland Front, provincial and city organizations directly under the provincial Party Committee.
In addition, the Regulation focuses on clarifying the Party organization model in communes, wards, and special zones.
This regulation has stipulated a separate section in Chapter I on the authority to establish commune, ward, and special zone party organizations that are grassroots party committees directly under provincial-level Party committees; the establishment of grassroots party committees in places with their own characteristics and in areas with many party members is to solve problems arising in practice, without changing the Party's organizational system, without increasing organizational focal points and unnecessary staffing.
Regulations clearly define the establishment of specialized agencies for advising and assisting, and non-business units of the Party Committee in the direction of:
Based on the scale, nature, characteristics and task requirements of localities, agencies, and units; the establishment of specialized (or concurrent) advisory and assisting agencies of grassroots Party committees and Party committees directly under grassroots levels will be considered and decided by provincial Party committees according to the regulations of the Politburo and the Secretariat.
This is a solution to handle arising in practice, with the motto "locality decides, locality does, locality takes responsibility" on the basis of maintaining the Party's organizational principle and the unified leadership of the Central Government.
Amending and supplementing regulations for Party organizations under the leadership and direction of both local Party committees and Party committees according to sectors and professional fields in the direction of: "The demarcation of functions, tasks, powers, working relationships and coordination regulations shall be implemented according to the regulations of the Politburo and the Secretariat".
The regulation has also unified the names of some organizations, agencies, and units and adjusted the writing style and wording to be synchronous, unified, easy to understand, and easy to implement.
