Candidates for National Assembly deputies of the 16th term: 1,041 people included in the preliminary list

At the end of the second consultation conference, in general at both the Central and local levels, 1,041 people were included in the preliminary list of candidates for the 16th National Assembly.

On February 10, on behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front - Vice Chairman Hoang Cong Thuy signed and issued a report on the Results of the second consultation conference on the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term.

The report stated that the second consultation conference took place democratically, in accordance with the law, and on time as prescribed; showing high consensus in discussing, selecting, and agreeing to make a preliminary list of candidates for National Assembly deputies and People's Council deputies.

The content of the report clearly states: Implementing the Law on Election of National Assembly Deputies and People's Council Deputies, guiding documents, from February 2, 2026 to the end of February 3, 2026, the Vietnam Fatherland Front Committees at all levels have held the second consultation conference to prepare a preliminary list of candidates for the 16th National Assembly and People's Council Deputies at all levels for the 2026 - 2031 term.

In general, the second consultation conference for the election of National Assembly deputies of the 16th term at both the central and local levels and the election of People's Council deputies at all levels for the 2026-2031 term took place democratically, in accordance with the law, and on time as prescribed; showing high consensus in discussing, selecting, and agreeing to make a preliminary list of candidates for National Assembly deputies and People's Council deputies.

Although the time is very short, the work of allocating and guiding agencies, organizations, and units to introduce candidates basically ensures time and follows the correct procedures according to the guidelines on election work. Agencies, organizations, and units implement the correct steps to introduce candidates for National Assembly and People's Councils at all levels, according to the allocation of structure, composition, and quantity. The organization of collecting opinions and confidence from voters in the workplace is carried out seriously and in accordance with regulations.

The Standing Committee of the Vietnam Fatherland Front Committee at all levels has closely followed the provisions of the Election Law, the guiding documents of the National Assembly Standing Committee and the Central Committee of the Vietnam Fatherland Front to promptly and proactively deploy the introduction of candidates for People's Council deputies at all levels in accordance with the provisions of law. The agreement to make a preliminary list of candidates for National Assembly and People's Council deputies at all levels basically ensures the regulations on the structure combining women, young people, ethnic groups, non-Party, and at the same time has timely adjustments to the structure to ensure suitability with the local and unital situation. The introduction of candidates basically ensures the necessary surplus, showing democracy and widespreadness in negotiating to introduce candidates.

1. 041 people included in the preliminary list of candidates for the 16th National Assembly

At the Central level

On February 2, 2026, the Presidium of the Central Committee of the Vietnam Fatherland Front held the second Consultation Conference to agree on the preliminary list of people from central agencies, organizations, and units to be introduced to run for National Assembly deputies of the 16th term. According to Resolution No. 1939/NQ-UBTVQH15 dated December 15, 2025 of the National Assembly Standing Committee on the first adjustment of the structure, composition, and number of people from central and local agencies, organizations, and units to be introduced to run for National Assembly deputies of the 16th term. Central agencies, organizations, and units have introduced 217 deputies.

Based on the standards of National Assembly deputies, dossiers, minutes of introduction of National Assembly deputy candidates from agencies, organizations, and units sent to, comments and confidence of voters at the workplace in the person being introduced to run for National Assembly deputy, the Conference voted to make a preliminary list of people from agencies, organizations, and units at the Central level who are introduced to run for National Assembly deputies of the 16th term. The voting result was 71/71 (100%) delegates attending unanimously agreed to make a preliminary list of people from agencies, organizations, and units at the Central level who are introduced to run for National Assembly deputies of the 16th term.

About the structure of people introduced:

Party agencies: 10 people, rate 4.60%;

Presidential Office: 2 people, rate of 0.92%;

Agencies of the National Assembly (full-time National Assembly deputies at the central level): 145 people, rate 66.82%;

Government, government-attached agencies: 15 people, rate 6.91%;

Ministry of National Defense (including Ministers, Ministry agencies, military regions, and branches): 14 people, a rate of 6.45%;

Ministry of Public Security (including the Minister): 3 people, rate 1.38%;

Supreme People's Court: 1 person, rate 0.46%;

Supreme People's Procuracy: 1 person, rate of 0.46%;

State Audit: 1 person, percentage% 0.46%;

Vietnam Fatherland Front and member organizations: 25 people, rate 11.52%.

Combined structure:

Among the 217 people introduced for candidacy, there are: Women: 51 people (23.5%); ethnic minorities: 21 people (9.68%); re-elected: 138 people (63.59%). In terms of qualifications: university 28 people (12.9%); Postgraduate level is 189 people (87.09%); Undergraduate level: no.

Young candidate: 1 person (0.46%);

Candidates are non-Party members: 5 people (2.30%).

Locally

According to reports, localities have made preliminary lists of 824 candidates for the 16th National Assembly.

Regarding the combination structure in the total of 824 candidates introduced by the locality:

Candidates are women: 420 people, a rate of 50.97%. Provinces and cities with high proportions of women candidates such as: Thai Nguyen, Phu Tho, Da Nang, Bac Ninh, Cao Bang, Hai Phong, Quang Ngai, Thanh Hoa.

Candidates are ethnic minorities: 208 people (25.24%).

Candidates are non-Party members: 90 people (10.92%).

Candidates are young people (under 40 years old): 227 people, accounting for 27.54%. Some provinces have a high proportion of candidates being young people such as: Dong Nai, Hung Yen, Bac Ninh, Thanh Hoa, Thai Nguyen.

The number of re-elected is 111 people (22.2%). Some provinces and cities have high rates of re-elected people such as Can Tho, Gia Lai, Lai Chau, Tay Ninh.

Regarding self-nominated candidates: There are 23 people (2.79%).

Regarding qualifications: University degree is 381 people (46.23%); postgraduate degree is 488 (59.22%); Undergraduate degree is 21 people (2.54%).

Thus, at the end of the second consultation conference, in general at both the Central and local levels, the total number of people included in the preliminary list was 1,041 people (including 217 people at the Central level and 824 people at the local level), reaching a ratio of 2.08 candidates per elected delegate, ensuring the surplus according to the provisions of the Election Law, ensuring the correct orientation in terms of structure and composition.

The general combination structure of the whole country is as follows:

Candidates are women: 471 people, a rate of 45.24%;

Candidates are young people (under 40 years old): 228 people, a rate of 21.90%;

Candidates are ethnic minorities: 229 people, rate 21.99%;

Candidates who are non-Party members: 95 people, a rate of 9.12%;

Candidates who are re-elected National Assembly deputies of the 15th term: 145 people, a rate of 29%;

5,078 candidates for provincial-level People's Council deputies

The total number of delegates elected according to the law is: 2,555 people.

According to the report, the total number of candidates for provincial-level People's Council deputies after the second consultation conference was 5,078 people, a decrease of 34 people compared to the forecast at the first consultation conference, reaching an average rate of 1.98 times over the number of elected deputies.

75,878 people candidates for commune-level People's Council deputies

The total number of Commune-level People's Council delegates elected according to the law is: 75,878 people.

According to quick reports from 31/34 provinces, the total number of candidates for commune-level People's Council deputies after the second consultation conference was 136,279 people, reaching an average rate of 1.79 times over the number of elected deputies.

Through summarizing the report on the results of the second consultation conference, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has some recommendations as follows:

First, it is proposed that agencies, organizations, and units closely monitor the situation in the locality, promptly adjust personnel to introduce to ensure sufficient and correct structure, composition, and number of people applying for People's Council deputies at all levels, paying special attention to the structure of women, ethnic minorities, non-Party members, young people...

Second, it is proposed that localities promptly collect data on elections fully and accurately, promote the application of information technology and digital transformation in data synthesis, ensuring progress, quality and efficiency.

Third, it is proposed that the National Election Council adjust the time between reasonable consultations so that the implementation of the election process steps is more favorable in the following elections.
