Ms. Ha Thi Nga, Member of the Party Central Committee, Vice President - Secretary General of the Central Committee of the Vietnam Fatherland Front, Head of the Supervisory Delegation, chaired the working session.
According to the report of Quang Minh Commune People's Committee, Hanoi, the implementation of democracy at the grassroots level is concerned with leadership, direction and synchronous implementation by the commune Party Committee and government. The Commune Party Committee established a Steering Committee for building and implementing the Democracy Regulation at the grassroots level; The Commune People's Committee develops an annual plan to implement democracy, reviews working regulations and clearly assigns responsibilities to each agency and unit. The People's Council, People's Committee and Vietnam Fatherland Front Committee of the commune also signed regulations on coordination of work for the 2026-2031 term.
Quang Minh commune focuses on publicizing and making transparent contents directly related to the rights and interests of the people, especially in the fields of planning, land, investment, site clearance, finance - budget and social security. From July 1, 2025 to now, the locality has publicized 340 projects and works with a total investment of about 6,619.9 billion VND. In the period from July 1, 2025 to July 30, 2026, the commune received more than 18,500 administrative dossiers, the rate of timely and early resolution reached 99.23%; the rate of dossier digitization and online payment reached 100%.
The people's right to mastery is promoted through collecting opinions on planning, investment projects, site clearance plans and village arrangements. In village arrangement, the voter participation rate reached 94.55%, the consensus rate was over 91%; the number of villages arranged decreased from 31 to 18, and no complaints or denunciations arose.
Speaking at the working session, Ms. Ha Thi Nga highly appreciated the spirit of responsibility and preparation of the Party Committee and government of Quang Minh commune. According to her, implementing democracy at the grassroots level is important in creating social consensus and a favorable environment for development. The evaluation of results should not only stop at numbers, the rate of resolution of reflections, petitions or letters, but needs to consider the quality and impact on social life, satisfaction, consensus and people's trust.
Ms. Ha Thi Nga requested the commune to continue to clarify the role and responsibility of the head of the Commune People's Committee in ensuring publicity, transparency, accountability and coordination with the Fatherland Front in dialogue, receiving and processing people's opinions. At the same time, the locality needs to maintain direct and online dialogue, study forms of implementing democracy on digital platforms, and strengthen the role of the Fatherland Front and socio-political organizations in propaganda, supervision and social criticism.
Ms. Ha Thi Nga emphasized that democracy must be implemented substantively, avoid formal democracy and must be within the framework of the Constitution and laws; the head of the local government needs to promote responsibility to the people and be responsible for the results of organizing the implementation of democracy at the grassroots level.
