Thoroughly grasp Directive No. 11-CT/TW of the Politburo
At the conference, delegates listened to Comrade Nguyen Thai Hoc - Deputy Secretary of the Party Committee of the Fatherland Front, central mass organizations deploying the key contents of Directive No. 11-CT/TW, dated July 20, 2026 of the Politburo on strengthening the Party's leadership and promoting the role of mass organizations in the new development stage.
The Directive clearly states that after 14 years of implementing Directive No. 17-CT/TW (dated August 28, 2012), the awareness and responsibility of Party committees, Party organizations, cadres, and Party members towards mass organizations have been increasingly improved. State management, institutions, and policies have been gradually improved; the content and methods of operation have been innovated and more practical, contributing to promoting the great national unity bloc.
However, besides the achieved results, the implementation of tasks in some places is not regular and comprehensive; the institutionalization of the Party's policies has not been timely and lacks synchronization. The capacity of self-reliance, self-management and mobilization of social resources of some associations is still limited; state management work is sometimes not tight.
In the new development stage with the requirement of rapid and sustainable development, building a socialist rule-of-law state, Directive 11-CT/TW requires Party committees, Party organizations, authorities, the Fatherland Front, socio-political organizations and mass associations to focus on performing well the tasks: Continuing to strengthen the comprehensive leadership of the Party; promoting the role and responsibility of mass associations in building, developing the country and protecting the Fatherland; perfecting institutions and laws, improving the effectiveness and efficiency of state management of mass associations.
Implementing Regulation No. 19-QD/TW on political and ideological work
Also at the conference, delegates listened to Comrade Doan Van Bau - Member of the Standing Committee, Director of the Department of Political Theory, Central Propaganda and Training Commission deploying Regulation No. 19-QD/TW, dated April 8, 2026 of the Central Executive Committee on political and ideological work in the Party.
Thoroughly grasping Regulation No. 19-QD/TW, Comrade Doan Van Bau emphasized that political and ideological work in the new situation must strongly shift from general admonition to specific measurement by products, actions and exemplary responsibility of cadres and party members, especially heads of Party committees and Party cells. At the same time, the entire system must proactively take the lead in opening the way, definitively resolving ideological bottlenecks from the grassroots level and firmly grasping the cyberspace to promptly orient public opinion, not to be passive or delay information.
Concluding the conference, Comrade Nguyen Thai Hoc emphasized the requirement for strong innovation in thoroughly grasping and implementing the Party's resolutions and directives. Accordingly, implementation must be carried out thoroughly, "saying must go hand in hand with doing", associated with telling the truth, doing the truth with all conscience and responsibility of cadres and party members to bring about the highest efficiency. Agencies, units and mass associations need to concretize the decisions and directives of the Politburo and the Secretariat into practical work, creating substantive and practical changes throughout the bloc.
