Appearance of Lại Xuân Bridge in Hải Phòng after 18 months of construction.

Investment project for the construction of Lại Xuân Bridge and the improvement and expansion of Provincial Road 352 connecting Thủy Nguyên District of Haiphong City and Dong Trieu Town of Quang Ninh Province across the Đá Bạch River. The construction period is expected to be from February 2023 to December 2024.

The total investment for the project is approximately 1.335 billion VND from Haiphong City's budget; Quang Ninh Province will pay for land clearance costs on its territory. The project is expected to improve the capacity to serve transportation, create a regional transportation network, meet the transportation needs between industrial zones, industrial clusters, and serve the travel needs of the people on the territory of Thủy Nguyên District, Dong Trieu Town in particular and Haiphong City, Quang Ninh Province in general. At the same time, the project will gradually complete the transportation network of Haiphong City, Quang Ninh Province, and the North Vietnam key economic region, contributing to the development of the economy, society, and culture of the localities in the project area.

According to the report of the Haiphong City's Transportation Infrastructure Investment and Construction Project Management Board, as of August 7, the contractors have completed 104/130 bored piles, are working at 11/16 pier and column locations; are working on suspended beams and super T beams. The estimated volume of work completed is approximately 63% of the contract.

Workers are working enthusiastically under the high-temperature weather of the first days of August with the hope of completing the project on schedule. The entire construction site has approximately over 100 workers, working in two shifts per day.

However, the land clearance work of the project still faces many difficulties. Specifically, on the Thủy Nguyên District side of Haiphong City, there is still a remaining area of approximately 9,800 m2 of land to be recovered from Trại giam Xuân Nguyên for the construction of 3 piers. The General Department of Administration and Doanh trại (Ministry of Public Security) is cooperating with the city to resolve related procedures. On the Dong Trieu Town side of Quang Ninh Province, there are still difficulties in clearing land for the construction of 2 piers and the approach road to the bridge on the territory of Yên Đức Commune related to 3 households with land for residential and agricultural purposes. In particular, the land clearance progress in Quang Ninh Province is delayed by many months.

Regarding the construction of Provincial Road 352, currently, the contractors are working on expanding the road and drainage system. The completed volume is approximately 42% of the contract value. On the entire Provincial Road 352, there is still 1 household with land for residential purposes in Quảng Thanh Commune that has not yet handed over the land for construction, and in Thiên Hương Commune, there are 24 households with land for residential purposes that have received compensation but the progress of handing over the land to the contractor is slow due to the cutting and dismantling of... At a recent on-site inspection, Haiphong City's Vice Chairman Nguyễn Đức Thọ requested the relevant units to urgently complete the procedures for land recovery and land allocation, temporarily handing over the land to serve the construction of piers and bridge abutments for Lại Xuân Bridge.
