The telegram sent to the People's Committees of coastal provinces and cities from Quang Ninh to Khanh Hoa and ministries and sectors clearly stated: On the morning of July 1, 2026, the low pressure area in the eastern sea area of the central East Sea strengthened into a tropical depression (TD).
At 7:00 AM on July 1, 2026, the center of the TD was located at about 14.5 degrees north latitude; 118.8 degrees east longitude, over the northeast sea area of the central East Sea. The strongest wind near the center of the TD is strong at level 6, gusting at level 8; moving in the West-Northwest direction at a speed of about 10km/h. It is forecasted that in the next 24-48 hours, the TD may strengthen into a storm.
To proactively respond to tropical depressions and storms, the National Steering Committee for Civil Defense proposes that the People's Committees of provinces and cities and ministries and sectors:
Closely monitor the developments of tropical depressions and storms; strictly manage vehicles going out to sea; organize counting, notify vehicle owners and captains of ships and boats operating at sea of the location, direction of movement and developments of tropical depressions and storms to proactively prevent, escape or not move into dangerous areas. Dangerous areas in the next 24 hours: from latitude 14.0-17.5 degrees north latitude, east of longitude 114.0 degrees east longitude (dangerous areas will be adjusted in forecast bulletins).
Closely monitor the operation of vehicles, especially tourist ships and boats operating in bays and coastal areas. Propagate and guide vehicle owners and captains of ships and boats to proactively implement measures to prevent and respond to thunderstorms, tornadoes, and strong winds that may occur before, during and after storms and tropical depressions, ensuring human safety in case of incidents.
Deploy measures to ensure safety for people and tourists at coastal tourist destinations, on islands and coastal and marine economic activities. Be ready with forces and means to deploy rescue and relief work when situations arise. Mass media agencies from central to local levels strengthen information about the developments of tropical depressions and storms to all levels of government, owners of vehicles operating at sea and people to know to proactively prevent and respond.
Ministries and sectors, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to tropical depressions and storms. Be on duty seriously and regularly report to the National Steering Committee for Civil Defense (through the Department of Dyke Management and Disaster Prevention and Control - Ministry of Agriculture and Environment).
14 provinces and cities receiving the telegram include: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa.
