According to the Hanoi Traffic Infrastructure Maintenance Board, as of 10:00 a.m. on October 7, 2025, the whole city of Hanoi had a total of 122 flooded locations, of which 93 were still flooded and 29 were deeply flooded and unable to circulate.
For flooding incidents, the Maintenance Board has directed units to continuously monitor, send people to be on duty to guide traffic flow and fully put up warning signs at flooded locations in accordance with the plans directed by the Department of Construction. "Although we still have water at home, we have to be frugal. The pump was overloaded so it burned down, and the power was cut off. The phone is also about to run out of battery. I didn't think that after half a morning I would be isolated in the city," Mr. Nam lamented.
Previously, residents of this apartment building had made efforts to mobilize sacks and sand to build dikes to prevent water from overflowing into the basement for parking. However, due to the high flood water and overloaded pumps, the H3 tunnel is currently flooded, most of the vehicles in this tunnel have been evacuated to minimize damage.

The total average rainfall recorded in the area was from 100 - 200mm, in which many places exceeded the warning threshold: O Cho Dua 251.3mm, Dai Mo 205.8mm, Vinh Thanh 274mm, Tu Liem 209.2mm.
Currently, the whole city has 66 flooded spots, mainly concentrated in the To Lich, Nhue and Long Bien basins, with flooding depths from 10 - 30cm. This situation corresponds to scenario 2 (rain below 100mm) and options 1 and 2 in the flood response plan of the Department of Construction.
The deeply flooded roads that obstructed traffic include: Huynh Thuc Khang, Bui Xuong Trach, Minh Khai, Le Duc Tho, Duong Dinh Nghe, Phan Van Truong, Quang Trung (Ha Dong), Vo Chi Cong, Co Linh, Ngoc Lam, Duc Giang, along with some sections on National Highway 3, National Highway 32 and provincial roads.

Ms. Nguyen Phuong Dung (Thanh Tri) left home at 6am to move to her workplace. Her travel route along Khuat Duy Tien and Pham Hung streets. From early morning, it rained heavily, making it difficult for her to move around.

"I reached halfway, Khuat Duy Tien Street was deeply flooded, making it impossible for vehicles to move" - Ms. Dung said.


Ms. Hoang Anh (Cau Giay Ward, Hanoi) although preparing mentally for heavy rain, did not expect the flood to be so rapid.


"The water is over 1m high, and has been overflowing to the first floor since early morning. I had to break the electric knife bridge to ensure safety, the whole family moved to the upper floor. All motorbikes left on the first floor were flooded, most likely damaged after this rain" - Ms. Hoang Anh lamented.
