On May 12, information from the Office of the People's Committee of Da Nang City, the Department of Agriculture and Environment of Da Nang City sent a report to the City People's Committee on handling the situation of building materials spilling during construction at the Hoi An coastal erosion prevention and sustainable protection project.
Previously, through actual inspection, Hoi An Dong Ward Police and Cua Dai Border Guard Station made a record of the activities of the Joint Venture of Dat Phuong Group Joint Stock Company and Thanh Tien Co., Ltd. (the construction unit of package No. 2).
The inspection results determined that during the process of excavating stone from the barge to construct underground dikes and welding mines, stone debris and stone powder remaining at the bottom of the vehicle were pushed into the sea. This is the direct cause of the construction material spreading into the water environment.
In the minutes of working with functional agencies, the construction unit committed to thoroughly instructing workers to follow the technical procedures correctly. According to the request from the Department of Agriculture and Rural Development, the contractor must collect and clean the barges and transport vehicles thoroughly before moving; stop letting rubble and mud fall into the sea.
Construction must ensure compliance with design documents and environmental protection regulations as prescribed.
Up to now, the construction unit has implemented remedial measures. Hoi An Dong Ward People's Committee has issued a document requesting the Project Management Board for Investment and Construction of Transport and Agricultural Works of Da Nang City (the investor) to work directly with the contractor and supervision consultant. These units must be responsible for ensuring that the construction strictly complies with legal regulations.
The Hoi An Coastal Erosion Prevention and Sustainable Protection Project is a key project using AFD loans, including 7 submerged wave-reducing dyke sections and 6 boreholes perpendicular to the shore.
The Department of Agriculture and Environment has directed the investor to strengthen on-site inspection, requesting supervision consultants to closely monitor technical procedures every day. Construction measures must be detailed and accepted in accordance with reality to avoid waste and loss and ensure environmental safety.
The City People's Committee has assigned the Hoi An Dong Ward People's Committee to continue monitoring the area. Functional agencies affirmed that they will strictly handle if the contractor repeats acts of environmental pollution during the project implementation.
