The goal is to end the situation where each place implements it differently, ensuring unity, synchronization and improving the efficiency of urban environmental management.
According to the Decision, a technical process system is fully built, covering the entire chain of activities from collection to treatment. Including manual and mechanical domestic solid waste collection processes from households and individuals to collection points or receiving facilities; transportation processes from collection points, transfer stations to treatment facilities; bulky waste transportation processes; hazardous waste transportation processes generated from households; wastewater transportation processes generated during collection, transportation, and treatment; and collection point cleaning processes.
Da Nang City People's Committee also issued technical procedures for operating reusable and recycled waste sorting stations and domestic solid waste transfer stations. These stations are organized according to a model with or without pressing equipment, to suit infrastructure conditions and the volume of waste generated in each area. Especially after the merger of the province - many areas have different characteristics.
At the treatment stage, technical procedures are specified for each type, including treating food waste into humus; sanitary landfill; burning domestic solid waste with energy recovery for power generation or without energy recovery; treating bulky waste; treating wastewater generated during collection, transportation and treatment.
The subjects of application are agencies, organizations, individuals and households with activities related to collecting, transporting, and treating domestic solid waste in the city. The decision clearly stipulates requirements for environmental protection, labor safety and traffic safety. The receipt and transportation must be of the correct type, on schedule; vehicles must meet technical requirements, not to spill, not to emit odors and leachate.
The City People's Committee assigned the People's Committees of communes, wards, special zones and departments, boards, and branches to base on the process to organize implementation in accordance with actual conditions. The unification of the process is expected to improve the efficiency of waste management, preserve the living environment and urban image of Da Nang.
