According to document No. 983/D-QLDD of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment) sent to the provinces and cities: Thai Nguyen, Bac Ninh and Hanoi, it is recommended to deploy the work of ensuring dyke safety and responding to floods on the Cau, Thuong, and Luc Nam rivers.
Information from the National Center for Hydro-Meteorological Forecasting said that from August 21 to August 23, on the Cau, Thuong, and Luc Nam rivers, there is a possibility of flooding at alert level I to alert level II.
To ensure the safety of the dyke system and proactively respond to floods, on the afternoon of August 21, the Department of Dyke Management and Natural Disaster Prevention and Control issued a document requesting the Department of Agriculture and Environment of Thai Nguyen, Bac Ninh provinces and Hanoi City to direct relevant units to urgently implement.
The key tasks are to inspect, review and implement the dyke protection plan; protect key dyke points, locations where incidents have occurred but have not been handled or remedied; at the same time, inspect and reinforce unfinished dyke works to ensure safety.
Localities need to strengthen inspection work on dykes, strictly implement patrolling, guarding, and protecting dykes during the flood season according to the provisions of Circular No. 01/2009/TT-BNN to promptly detect and handle incidents from the first hour.
The Department of Dyke Management and Natural Disaster Prevention and Control also requested the provinces and cities of Hanoi, Thai Nguyen, and Bac Ninh to direct the preparation of human resources, materials, means, and equipment for dyke protection; at the same time, inspect the actual preparation work, proactively respond to possible situations according to the "4 on-site" motto, to ensure safety for the dykes.
