Forecast of the movement direction of the tropical depression, 14 provinces and cities must proactively respond

Coastal provinces and cities from Quang Ninh to Dak Lak must proactively respond to tropical depressions in the East Sea.

The National Steering Committee for Civil Defense has just sent an official dispatch to the People's Committees of provinces and cities of Son La, Tuyen Quang, Lao Cai and the Central region on proactively responding to heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, and hail.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, on the morning of September 12, 2026, the low pressure area in the sea area southwest of the Hoang Sa special zone has strengthened into a tropical depression (TD).

Forecast, by 7:00 AM on September 13, 2026, the center of the TD will be located at about 16.6 degrees North latitude; 109.2 degrees East longitude over the sea area of Hue City - Da Nang, 110km east-northeast of Da Nang; wind force level 6, gusts level 8; moving in the Northwest direction, about 10km/h. At the same time, the Central region has experienced heavy rain in recent days and is forecast to continue to experience heavy rain in the coming days.

To proactively respond to tropical depressions and floods, the National Steering Committee for Civil Defense proposes that the People's Committees of provinces and cities and ministries and sectors strictly implement documents No. 49/BCĐ-BNNMT dated September 8, 2026, document No. 50/BCĐ-BNNMT dated September 11, 2026 and focus on some of the following contents:

For the sea route:

Closely monitor the developments of the TD; strictly manage vehicles going out to sea; organize counting, notify owners of vehicles, captains of ships and boats operating at sea of the TD's developments to proactively prevent, escape, not move into dangerous areas or return to safe shelters. The TD dangerous area in the next 24 hours is from latitude 14.0-18.0 degrees North latitude, from longitude 108.0-112.5 degrees East longitude (the dangerous area will be adjusted in forecast bulletins).

Deploy the work of ensuring safety for people, vehicles, and property, especially for tourist destinations, aquaculture, fishing, seafood and works at sea, on islands, and coastal areas forecast to be affected by tropical depressions.

Based on the specific situation of the locality, proactively decide on sea bans. Be ready with forces and means for rescue and relief when requested.

For the mainland area, the focal area affected by the TD and heavy rain:

Review and be ready to evacuate people from unsafe houses, areas at risk of deep flooding, river mouths, coastal areas; Direct dike safety assurance work, especially in key locations or under construction; Proactively organize the harvesting of agricultural products and aquaculture areas according to the motto "green house is better than old field".

For mountainous areas:

Deploy shock forces to inspect, review, and proactively organize the relocation and evacuation of people in riverside, stream, low-lying areas, at risk of deep flooding, flash floods, and landslides to safe places;

Be ready to organize forces to guard, control, and guide to ensure traffic safety at submerged, overflowed, and deeply flooded traffic roads, fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured;

Directing the inspection, review, and implementation of measures to ensure the safety of tunnels and mines for mineral exploitation, reservoirs and downstream areas, especially small hydropower reservoirs, small irrigation reservoirs, and key reservoirs; arranging standing forces to operate and regulate and be ready to handle possible situations.
