12 provinces and cities need to proactively respond to heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, and hail.

The National Steering Committee for Civil Defense has just sent an official dispatch to the People's Committees of provinces and cities in the Northern Delta region, Lang Son and from Thanh Hoa to Hue on proactively responding to heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, and hail.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the night of August 30 to August 31, the Northern Delta region and Lang Son province will have moderate rain, heavy rain and thunderstorms with common rainfall from 30-60mm, locally very heavy rain over 130mm; from August 31 to September 1, the area from Thanh Hoa to Hue city will have moderate rain, heavy rain and thunderstorms with common rainfall from 50-100mm, locally very heavy rain over 180mm; risk of heavy rain intensity (>100mm/3h).

Heavy rain, localized heavy rain is likely to cause flooding in low-lying areas, urban and industrial areas; flash floods on small rivers and streams, landslides on slopes; thunderstorms are likely to occur with tornadoes, lightning, and hail.

To proactively respond to and overcome the consequences of heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, hail and implement the direction of Deputy Prime Minister Ho Quoc Dung in document No. 8916/VPCP-NN dated August 28, 2026 of the Government Office; The National Steering Committee for Civil Defense requests the People's Committees of provinces and cities:

Closely monitor warning bulletins, forecasts of heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, hail; promptly inform local authorities and people to proactively take appropriate preventive measures.

Urgently mobilize forces to overcome the consequences of the recent rain and flood. Deploy shock forces to inspect, review, proactively organize the relocation and evacuation of people in riverside areas, streams, low-lying areas, at risk of deep flooding, flash floods, landslides to safe places, especially areas where heavy rain has occurred; clear flow; be ready with on-site forces to promptly support people to overcome consequences (if any).

Proactively organize forces to guard, control, and guide to ensure traffic safety at underground, spillway, and traffic roads that are deeply flooded, with fast flowing water, areas that have experienced landslides or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; arrange forces, materials, and vehicles to overcome incidents, ensure smooth traffic on main traffic axes, and prevent flooding in urban and industrial parks.

Directing the inspection, review, and implementation of measures to ensure the safety of tunnels and mines for mineral exploitation, under construction works, reservoirs and downstream areas, especially small hydropower reservoirs, small irrigation reservoirs, and key reservoirs; arranging standing forces to operate and regulate reservoirs and be ready to handle possible situations.

12 provinces and cities receiving official letters include: Lang Son, Bac Ninh, Quang Ninh, Hung Yen, Hai Phong, Ninh Binh, Hanoi, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue.
