According to the Hanoi City Technical Infrastructure Management Center, due to the influence of convective clouds moving in the Northeast direction, on the afternoon of August 27, Hanoi area experienced heavy rain and widespread thunderstorms.
Heavy rain concentrated in the afternoon of August 27th from 4:15 PM to 5:00 PM. Some areas recorded heavy rain such as Tay Mo 136mm, Dai Mo 117mm, Phu Dien 116mm, Cau Giay 105mm, Xuan Dinh 103mm, Tay Ho 85mm, Nghia Do 85mm and Phu Thuong 84mm.
Faced with heavy rain, the Hanoi City Technical Infrastructure Management Center directed Hanoi Drainage One Member Limited Liability Company and drainage maintenance units to deploy response plans at the highest level, maintaining 24/24h on-duty forces at key points.
Units organize garbage collection trips at collection stations, clear flows, open regulating lake gates and operate key pumping stations to proactively lower water levels on the system.
On Pham Van Bach and Duong Dinh Nghe streets, the water rose rapidly after about 30 minutes of rain, causing difficulties for traffic. Some apartment buildings had to use wooden planks and sandbags to prevent water from overflowing into the basement. However, about 1 hour later, the water receded completely.
According to a report by Hanoi Drainage One Member Limited Liability Company, by 6:00 AM on August 28, there were no more flooding points in the city.
Hanoi Department of Construction has directed units to coordinate in deploying response plans, arranging 100% of troops to be on duty in key areas.
Many pumping stations are operated to drain water, including Yen So, Co Nhue, Dong Bong 1, Ha Tri, Mau Luong, Van Phuc, Da Sy, Kim Lien, Nguyen Khuyen, Nguyen Hoang Ton, Dong Tru, Phuc Dong, Phu Xa, Cau Nga 1, Cau Nga 2, Dong Tep and Phu Thuong.
Drainage units coordinate with irrigation units to operate Yen Nghia, Dao Nguyen, and Cau Sa pumping stations to lower water levels on the Nhue and Cau Nga river systems, creating additional reserve capacity.
Mr. Pham Ngoc Toan - Deputy General Director of Hanoi Drainage Co., Ltd. - said that immediately after receiving the forecast of heavy rain, the Company coordinated to monitor weather developments, ready to supplement forces and vehicles when situations arise.
From 5 am on August 28, the drainage force continued to be on duty, operating key pumping stations, lowering the water level of the system, and at the same time cleaning and collecting garbage at collection stations and clearing the flow.
According to Mr. Nguyen Duc Hung - Director of Hanoi City Technical Infrastructure Management Center, flooding points arising during the rain are mainly concentrated in low-lying terrain areas, where the drainage system has not been fully invested.
In the central area of Hanoi City and places where localized and urgent flood control projects have been invested, flooding appeared during heavy rain but receded quickly after the rain subsided.
Along with proactively being on duty, lowering water levels and synchronously operating pumping stations, sluice gates, and regulating lakes, it has contributed to improving the ability to receive, regulate and drain water, and limiting flooding time.
Hanoi City requests to closely monitor weather developments, proactively operate pumping stations, spillways, and regulating lakes; mobilize human resources, vehicles, and pumping equipment, regularly clear flow and be ready to handle arising situations.
The goal is to minimize the impact of heavy rain on people's lives and traffic in the area.
