The National Steering Committee for Civil Defense has just sent an official dispatch to the People's Committees of the Northern provinces and cities, Thanh Hoa and Nghe An on proactively responding to heavy rain, flash floods, landslides, tornadoes, lightning, hail, and floods.
The official dispatch clearly states that, according to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the evening and night of June 8 to the night of June 9, the Northern region, Thanh Hoa and Nghe An are likely to experience moderate rain, heavy rain and thunderstorms, locally very heavy rain with common rainfall from 30-80mm, locally over 200mm, risk of heavy rain intensity (>100mm/3h).
Heavy rain is likely to cause flooding in low-lying areas, urban and industrial areas; flash floods on small rivers and streams, landslides on slopes; thunderstorms are likely to occur with tornadoes, lightning, hail and strong gusts of wind.
To proactively respond to heavy rain, flash floods, landslides, tornadoes, lightning, hail, and flooding, the National Steering Committee for Civil Defense proposes that the People's Committees of the Northern provinces and cities, Thanh Hoa and Nghe An:
Closely monitor warning bulletins, forecasts of heavy rain, flash floods, landslides, tornadoes, lightning, hail, flooding; promptly inform local authorities and people to proactively take appropriate preventive measures; proactively review and evacuate people in areas at high risk of flash floods and landslides to safe places; mobilize shock forces to review and clear flow in blocked areas; be ready with on-site forces to promptly support people to overcome consequences (if any).
Strengthen information and communication work, especially grassroots information lines to update information, propagate, and disseminate skills to respond to heavy rain, flash floods, landslides, tornadoes, lightning, hail, and floods so that people know, proactively prevent, avoid, and minimize damage.
Be on duty seriously, regularly report to the National Steering Committee for Civil Defense (through the Department of Dyke Management and Disaster Prevention and Control - Ministry of Agriculture and Environment).
