On November 10, Vice Chairman of Hanoi People's Committee Duong Duc Tuan signed Decision No. 5520/QD-UBND promulgating an Order to urgently construct the project "Renovation of Thuy Phuong canal, emergency treatment of water supply for To Lich river and enhancement of drainage capacity for Resco - Ecohome - Diplomatic Corps - Tay Ho Tay - Ciputra and neighboring areas". The total investment of the project is about 869 billion VND. The completion time is expected in the third quarter of 2026, in which the main items will be completed before the 2026 rainy season. The project is attracting great attention and expectations from people, especially households living in areas that are often flooded.
According to residents in lane 77, Xuan La street (Tay Ho ward), every time there is heavy rain, the water cannot drain in time, causing the alley to be deeply flooded. In September and October alone, this alley was flooded 3 times, some sections were 1-1.2m deep and lasted up to 7 days, seriously affecting life, health, travel and causing damage to many properties, although households have proactively raised their belongings. Some places have to cut off electricity and water for many days, life is turned upside down.
Mr. Nguyen Van Tam ( Ciputra urban area) said that heavy rain prevented water from draining in time, many locations were deeply flooded, causing electrical insecurity, posing a potential danger to residents and greatly affecting daily activities.

Mr. Nguyen Quang Xuyen (65 years old, house number 3, lane 85, Vo Chi Cong street) said that every time it rains, the lane is flooded. People have repeatedly petitioned the People's Committees of wards and cities but it is difficult to handle because the later construction works are higher than the previous construction works and houses, along with the construction materials blocking the sewers. To prevent water from flooding into the house, in addition to using boards and sandbags, his family had to buy a pump to pump water out.
According to the reporter's records, Thuy Phuong canal is located in the Northwest of Hanoi, flowing through Dong Ngac, Xuan Dinh and Nghia Do wards. The canal route is towards Pham Van Dong Street, passing through Tay Ho Tay urban area, connecting to Ring Road 2.5 and Hoang Quoc Viet Street before flowing into To Lich River.
The main cause of flooding in the area recently is heavy, continuous, prolonged rainfall, exceeding the designed capacity, causing the drainage system to be overloaded. In addition, heavy rain occurred throughout the area, causing the water level of the Nhue River system - the main drainage axis of the West Lake area to rise, affecting the ability to drain water automatically. Meanwhile, the drainage system here is still in the investment process, not complete and not synchronized with the drainage system of the area.
A representative of the Economic, Infrastructure and Urban Affairs Department of Tay Ho Ward said that to temporarily overcome flooding, the Ward People's Committee has directed forces to support people; arrange additional water pumping machines; clean up and disinfect long-term flooding areas.

In the immediate future, in order to reduce flooding for residential groups No. 3 and No. 4 and Vo Chi Cong Street, the People's Committee of Tay Ho Ward has proposed that the Department of Construction direct Hanoi Drainage One Member Co., Ltd. to lower the water level to regulate Tay Lake when there is a forecast of heavy rain to increase water storage capacity.
Speaking to Lao Dong Newspaper reporters, a representative of the Hanoi City Infrastructure and Agricultural Construction Investment Project Management Board - said that immediately after receiving the directive, the unit will urgently establish a project, submit to the City People's Committee for approval to implement construction according to the Emergency Construction Order.
